NFC provisioning not working on Samsung and other Android Devices

Hello, I am trying to do provisioning via NFC using this official sample app https://github.com/googlesamples/android-NfcProvisioning. NFC provisioning app is working perfectly on Huawei and Sony devices. But this sample app and other provisioning apps on play store does not work at all on Samsung devices. Beam on Samsung devices is working perfectly and I am able to share data over NFC. I have tried it on S6, S7, S8 and Note 4 Edge and provisioning does not work. What could be the issue?
