If it's the first offence in 2 years, it should be $115.00

Maybe it should be but it isn't.

First offence is a minimum of $200 and a maximum of $300

That's for second offense. First offense is $100 to $150.
Usually if you have a record it's the lowest amount. Everyone
also has to pay a victim surcharge of 15%. Thats where the 115 comes
from

The info you quoted was sec 110.1 (4) which is for
when constuction workers are present, where fines are
doubled.

No it's not. It's for a first offence of driving 11 to 20 km per
hour over the speed limit in a construction zone.

That's correct, I quoted the wrong section.

Speeding 11 to 20 km per hour over the limit, in other than a
construction zone, falls under S. 110 (3) (b) and the fines are
as you quoted.
