Usually if you have a record it's the lowest amount. Everyone
also has to pay a victim surcharge of 15%. Thats where the 115 comes

That's correct, I quoted the wrong section.
Speeding 11 to 20 km per hour over the limit, in other than a
construction zone, falls under S. 110 (3) (b) and the fines are
as you quoted.
