No worries - the touch runs off wi-fi i.e. your home wireless (free)
and hotspots mostly (free) - it does not use cellular based internet
for access so no worries about access charges. The iPhone uses the
cell network though, and requires a data package.
Are you confusing the IPhone with the IPod touch? If you are thinking
touch, you buy it and it's yours....it's just a souped up MP3 player
that you can instal various aps on (the aps have a one time purchase
fee. There is absolutely no monthly feees or a way to rack up any
sort of bill. If you are thinking IPhone (touch and phone in one),
then it is a different story...you could rack up a bill and would need
to put it in service on contract, etc...
If so, the answer is no... you cannot have it without the a data plan (i.e
internet). You can purchase unlimited data so as to not get any surprises...
but the reality is that you may not like the monthly costs...
All "smartphones" are like this. You will need to pay for the data access and
a child, even responsible ones, are children... and they can easily go over
limit and that can result in some significant data overage fees.

My son's friend was downloading all kinds of APP's that you had to pay
for, tried them out didn't like them and deleted them. He thought if
he deleted them you didn't have to pay until his parents received a
VISA bill for over a 100.00.
They are great little machines, basically small PC's. BUY a
protective skin for it, one of my son's friends dropped his and
cracked his screen, now he has a paper weight!!
