what does Jackataring mean?

what or who or where is a jackatar?
i heard a newfoundlander say to another newfoundlander talking about
another newfoundlander at the gym say something about jackataring or
something then they both laughed. i dont get it.
please help decipher the newfoundlandese

Could be they were using the non-PC for the French-Newfoundlanders from the
West Coast (Stephenville-area in particular) - Jacky-Tars

Anyone know where it originated?

jackatar n Reports in the mid-nineteenth century declare that the people
given this name were part of the complex migrations of the Acadians or were
French runaways.

Revised def: in the nineteenth century a person on the West Coast believed
to be of mixed French and Micmac indian descent; in recent decades an
epithet referring to certain individuals of dark complexion, with a French
accent and intonation in their speech.

It is an ugly epithet generally used in this province generally to refer to
people from the S'ville / Port au Port region who are of French descent.
