All PaintCare sites accept up to 5 gallons per visit (some take more). Please call ahead to confirm business hours and ask if they can accept the type and amount of paint you would like to recycle. Sites do not accept aerosol coatings, leaking, unlabeled, or empty containers.

In PaintCare states (those with paint stewardship programs) the PaintCare site locator lists all of the retailers and household hazardous waste facilities who have partnered with PaintCare to accept leftover paint from the public.

At every household hazardous waste collection, in every part of the state, paint is the most common material delivered by Illinois citizens. Encouragement to use up leftover paint or give usable paint to a neighbor has not decreased the amount of latex paint significantly. Today's latex (water-based) paint has a very low level of toxicity. Disposing of it at a household hazardous waste collection day is very expensive. Therefore, the Illinois EPA encourages people with unwanted latex paint to use other options.

This may sound simple, and it is. What better place to put that last pint or so of paint but right up there on the wall where it blends in perfectly with all the other paint you just put up there. Sure, it's a little extra work - and right when you thought you're done for the day - but you'll be rid of that extra paint for good. Simply let the can dry and then recycle or dispose of it.

It doesn't even have to need the paint. Use an old piece of cardboard, some scrap lumber, or the inside of your garage. Just about anywhere would probably work to use up that last bit of paint. Again, let the can dry and recycle or dispose of it.

Kitty litter, sawdust, shredded paper or just about anything else that will absorb moisture and let the paint dry out should work here. Depending on how full the can is, you can just add the absorbent to the can and mix it up. When the liquids are absorbed, dry the mixture out or dispose of it directly. You may be able to empty the can, dry it out, and recycle it.

Everyone has good intentions to use half-filled paint cans for "touch-ups" that never come. Also, many people have saved paint that becomes unusable over time before it's called into action. If you do save your paint for later, follow some easy tips to make the paint last longer. Just cover the opening with plastic wrap, and make sure the lid fits securely so the paint doesn't leak. Then turn the paint can upside down! This creates a tight seal, and keeps the paint fresh to use again.

Producers of architectural paint sold into the state must take part in a postconsumer paint collection and recycling program following the DEC approved plan. The program covers "architectural paint" and includes interior and exterior architectural coatings sold in containers of five gallons or less including house paint and primers (latex or oil-based), stains, deck and concrete sealers, and clear finishes (e.g., varnishes, shellacs).

Retailers of architectural paint can only offer for sale architectural paint products and brands belonging to producers who are registered with the program. Retailers of architectural paint are given the opportunity to voluntarily participate as a waste paint drop-off site.

Local municipalities, by participating as waste paint drop-off sites, benefit from the postconsumer paint collection program since costs associated with the management of waste paint that ends up in the municipal waste streams will be covered by the program.

Since the program's implementation, producers are prohibited from selling or offering for sale, architectural paint in the state unless the producer and their brands are registered with the DEC as participating in an approved program.

Producers or retailers can no longer sell, or offer for sale, architectural paint to consumers in New York unless the producer and their brands participate in the program and are registered with PaintCare.

Under the law, architectural paint producers, who sell paint in or into New York State, need to implement a postconsumer paint collection program, either individually or cooperatively with other producers. Participants submitted postconsumer paint collection program plans to DEC by July,2020. The postconsumer paint collection program is funded by a small fee, "the PaintCare fee," incorporated into the price of covered products at the time of purchase.

PaintCare Inc., a non-profit 501(c)(3) organization that represents paint producers in other states that have implemented similar programs, submitted a draft plan on behalf of producers who sell architectural paint in New York State.

DEC issued an enforcement discretion letter (PDF, March 2021) regarding conditionally exempt small quantity generator provisions. This letter addresses authorized destination facilities and regulatory flexibility for collection of postconsumer paint.

The Lead Paint Alliance is guided by an Advisory Council chaired by the US Environmental Protection Agency (US EPA) and consisting of Government representatives from Colombia, Republic of Moldova, Kenya, Thailand, the International Pollutants Elimination Network (IPEN), Health and Environmental Alliance (HEAL), the American Bar Association, Rule of Law Initiative (ABA ROLI) the World Coating Council (formerly IPPIC), AkzoNobel and Pacific Paint (Boysen) Philippines (paint companies).
