Mechyslau Hoi was born on the 14th of June 1963 in Belarus. He completed his higher education in the area of agriculture.
In 2014, Mr. Hoi was appointed as the Mayor of Grodno City. From 2004 to 2014, he served as a Chairman of Smorgon Regional Executive Committee.
As the Mayor, Mr. Hoi is responsible for economic activities, in particular, stimulating industrial production, business activities in the city; attracting foreign and local investors to the city of Grodno. Mr. Hoi is also in charge of developing housing construction, tourist and recreational infrastructure in Grodno, as well as implementation of programs for the development of the city of Grodno.
In 1981, she graduated from the secondary school No. 23 in the city of Baku with distinction and entered Azerbaijan State Medical Institute named after Nariman Narimanov, Preventive-Treatment Faculty.
