Dear Sir, 

I jointly own a flat in HIG in Greenwood Sonata Apartment Complex, Action Area II D, New town.

Last week, was told that on receipt of the mutation form duly filled with the premises number (that is currently being  gathered by NTKDA)  will be given a hearing date and after  need to deposit 0.5% of the deed value as mutation fees in DD at Syndicate Bank,New town. 

Understand that The West Bengal Valuation Board (WBVB) was constituted after the passing of the West Bengal Central Valuation Board Act, 1978 to bring about an uniform and rational 
system of valuation of municipal properties throughout the State. Mutation fees are Non-Tax Revenue portion of Own Revenue for Urban Local Bodies (ULB) Different rates are applicable in different municipalities. Mutation charges depends on the municipality concern. There is no concern with market value on mutation. The methodology of calculating mutation charges can be got via a application made under the RTI Act.

In this context, would like to state that with the rate as communicated by NTKDA mutation department,will amount to approximately Rs 8500/- to Rs 20,000/- for HIG flats in the said complex and that concerns me as  feel that will put me in a financial burden (after considerable amount spent for the flat registration), for  enrolling us as legitimate owners in the scrolls of the municipality through mutation and  paying the the tax..Kindly note that having said so, I am voicing the concerns of many fellow flat owners..

Examples of mutation fees in other areas, as gathered from the Internet:

    a. 4(D) For Mutation Certificate   Rs 100/- 
    b. 7(A) Processing Fee for Mutation Rs 100/-  Total expenses Rs 200/-

2. Rajarhat Gopalpur Municapility (RGM)
   Fees: Rs 4/- / sqft as development Charges and Rs 1000/- ( Rs 200/-  Mutation Charges)

    Mutation (New)  Form Rs 10/- Fees: 1.5% of Deed Value(Recent) + Rs100.00

   Mutation Rs. 200 + 300 extra i.e. Rs. 500 /=

To add, anyone can know about the methodology of calculating mutation charges  via a application made under the RTI Act. The West Bengal Valuation Board at present designated the following Officers under the Right to Information Act, 2005.

Hence, with this backdrop and by coping others in the e-mail, pray that the board members of the Greenwood Sonata Apartment Owners Association (GSAOA) discuss this matter in the forthcoming board meeting on 13-Nov-2011 and then meet you in person along with members of other apartment complexes, in Action Area II D, to discuss and request to re-consider the amount of  mutation fees payable, for the benefit of all in Newtown.
