On 1/25/14 at 11:01p.m., Ptl. Scott King was conducting routine patrol when he observed a vehicle with tinted windows fail to stop at a traffic signal on Spring Street at the intersection of Main Street.
The driver, identified as Kenneth T. Schaefer, age 41, had a suspended license and a warrant was also located for non-support out of Passaic County for over $5,000.
Upon further investigation, three of the remaining four occupants also had active warrants for their arrest. Several used hypodermic syringes were also found in the vehicle.
The front passenger, Kayla Talmadge, age 21, (of Wilson Avenue, Sussex, NJ) had warrants out of the following four jurisdictions, namely Saddle Brook, Kinnelon Boro, Riverdale Boro and Franklin Boro, NJ (Sussex County). The Franklin Boro Municipal Court Warrant was confirmed. Talmadge also admitted to having a glass pipe in her purse used for smoking 'crack' cocaine.
The rear passenger side occupant was identified and checked for warrants which proved to be negative. He was cooperative with investigating officers and was released from the scene.
The rear seat middle passenger was identified as Lisa M. Slate, age 34 (of Main Street, Franklin, NJ) who had a warrant out of the Sussex County Sheriff's Department. She also admitted to having a hypodermic needle inside a plastic bag and having drug paraphernalia (glassine bags) concealed inside her bra.
The driver’s side rear passenger was identified as Douglas Slate, age 38 (of Main Street, Franklin, NJ) who also had an active no bail warrant out of the Sussex County Sheriff's Department. Upon arrest, a search of his person was conducted which revealed a small blue and black bag which contained three hypodermic needles and empty glassine baggies which had previously contained heroin.
Subsequently, the below listed individuals were charged with the following offenses:
Kenneth Schaefer:
39:4-81 – Failure to Stop for a Traffic Signal
39:3-75 – Tinted Windows
39:3-40 – Operating a MV while Drivers License is suspended
Schaefer was lodged in the Sussex County Jail in default of bail on the Passaic County Child Support Warrant.
Kayla Talmadge:
N.J.S. 2C:36-2 Possession of Drug Paraphernalia (Glass ‘crack’ smoking pipe) (DP Offense)
She was lodged in the Sussex County Jail on the Franklin Boro warrant in default of $300.00. She also had outstanding warrants out of Saddle Brook Municipal Court, Kinnelon Boro Municipal Court and Riverdale Boro Municipal Court.

N.J.S. 2C:36-6 Possession of Hypodermic Syringes (DP Offense)
She was lodged in the Sussex County Jail on the Sussex County No Bail Warrant.

N.J.S. 2C:36-6 Possession of Hypodermic Syringes (DP Offense)
He was lodged in the Sussex County Jail on the Sussex County No Bail Warrant.
