First, three feet ain't enough, as was evidenced by the guy that
passed me last night a 60 mph at three feet, but I'm glad there's a
least something we can hang out hats on. Now, we just need to design
a campaign to get motorists to understand the cyclist laws that are
already in the books. It starts in Driver's Ed.

I think vehicles that pass very close are relatively rare. Maybe 1 of 10 passes are closer than I think they need to be. I just wish cars and trucks (especially trucks) would just pass like we were a normal vehicle...changing lanes to pass. The only defense we have to prevent really close passes is riding full in the middle of the lane. Unfortunately this defense also puts cyclist in greater danger from drivers who zone off or just don't notice us. I am not sure how anyone could miss a 220 lb cyclist in Neon green but I am sure it happens.
