Second Appeal from CSG to National People's Assembly

All representatives of the 3rd meeting of the 10th National People's
Assembly:
We see clearly that, even though continental China is still in this
special political system, all the previous National People's
Assemblies have had progressive influences at different critical times
in history. Therefore, we believe, as the legal awareness among Chinese
people sharpens, as the material and spiritual civilization in China
makes constant progress, the holy National People's Assembly will
start to transit from "a vase" to a more functional body which
matches its name. When that day comes, China will truly become a
country ruled by people and by law. We believe that day is coming. In
order to facilitate the coming of such a day, here we are, appealing to
the Assembly as follows:
I. Appeal to the Assembly to urge Jiang Zemin to resign from the post
of PRC Military Committee Chair, and to give up the power in commanding
the military.
Jiang Zemin had officially been ruling for over a decade and he
resigned from the positions of central CCP secretary-in-general,
Chairman of the PRC, and Chairman of the CCP Central Military Committee
by the time he was supposed to. This left a good impression to the
world. At this Assembly, Jiang Zemin should hand over the power as the
Chairman of national military committee in time, too. Only this way,
Chinese political situation can stabilize, and gain the trust of the
whole nation. It is also a satisfying full stop to the political career
of Jiang Zemin's.
II. Appeal to the Assembly to urge Jiang Zemin to hand over the five
highest titles in Central Policy group, Central Diplomacy Group,
National War Preparation Group, Anti-Taiwan-Independence and
Anti-foreign Military Interference Headquarters, the First Political
Committee Member of Zhongnanhai Guarding Troop.
All Chinese people, esp. those who are familiar with Chinese politics
know that, in China, "leaders group" is the core of the power.
"Leader group" has the power to manage the country beyond laws. It
sounds simply a group, but it is actually a huge power center and the
head of the group is the real ruler of this group, just like the
"retired" emperor ruling behind the puppet emperor. The head of
this group is an existence beyond the limits of age, time range of his
reign, laws. Right before Jiang Zemin retired, he had quietly changed
the Party-Administration-Military power structure of China into a new
structure of 5 "leaders group", with himself as the heads of them
all. What was his reasoning here? How did he actually carry out these
steps? Why is that a so-called full-staffed huge government can create
another set of governing body above the existent one and manage the
country beyond laws? Is something wrong with this existent government
or Jiang Zemin has some hidden ambition? Obviously, if the Assembly
doesn't demand Jiang Zemin to resign from these posts, the existent
Chinese Constitution and governing body is dysfunctional; if it is
Jiang Zemin who is determined not to resign, he must be playing the
game of switching the column for the beam, continuing in stealing the
power of the Party, the Administration and the military. And his
purpose is very obvious, he wants to continue to be the "Prince
Regent" and further on to realize his dream of Jiang Dynasty. This,
will not be allowed by all the Chinese people!
III. Obviously, if Jiang Zemin wouldn't hand over the power of PRC
Military Committee Chairman and wouldn't resign from the five titles
of "leaders group", or he will only give up on the first but keep
the latter, it only goes to show that Jiang is playing power game, is
continuing in stealing the power of the Party, the Administration and
the military. Once his personal scheme is realized, all the Chinese
people including the world will suffer from Jiang Zemin. This, will not
be allowed by all the people in the world who love peace, including
Chinese people!
IV. Therefore, all the Chinese won't accept this. All the Chinese who
love peace, long for happiness will not sacrifice themselves to realize
a certain evil politician's evil goal.
V. Hereby, we strongly demand the Assembly to urge Jiang Zemin to
resign from all the above mentioned posts; or to make decision to
dismiss Jiang Zemin from all the posts. We hope the namely
"People's Assembly" will match its name form now on. We are going
to get ready together with all the Chinese to denounce anybody or any
event that disobeys people's will.
