A Diabolic War Mobilization That Shocked the Whole World
--- On the Unique Operational Mode of Jiang Zemin's Propaganda
Machine for a Diabolic War

Everybody was impressed by the predictive power and the accuracy of
truth of Zhang Hongbao's article "The Goal." Shortly after he
delivered the speech "The War Is Approaching Us," Chi Haotian, the
Former Chinese Defense Minister, delivered another "internal
speech" entitled "The War, the Midwife of the Chinese Century, Is
not Far Away," promoting "a modernization under the saber,"
waging a prewar mobilization for the diabolic war designed by Jiang
Zemin, and providing specific notes for Zhang Hongbao's article
"The Goal." Zhang Hongbao's predictive power is amazing, but the
war agitations instigated by Chi Haotian are shocking. The speeches
delivered by Chi Haotian constitute part of the prewar mobilization
demanded by Jiang Zemin's clique for a diabolic war to "defeat the
United States for world domination."

According to the convention or common sense, people may not pay much
attention to a few speeches made by a retired Chinese military leader.
However, convention or common sense does not always function in the
daily proceedings of the Chinese authorities. Neither the crackdown on
"the Gang of Four" within the Communist Party nor its suppression
of the student movement on June 4 followed the convention or common
sense. In both incidents, the people in the executive power were not
allowed to handle the situation; the decision was made in a meeting
among the veterans or patriarchs who stayed behind the scene. Actually,
this abnormality is the "convention" or the "routine" of the
Chinese Communist Party: the people who supposedly have the authority
on the front stage are not the decision makers; they only carry out the
decisions. The decision makers are the veterans or patriarchs of the
Chinese Communist Party who stayed behind the scene and manipulated on
the backstage. Understanding this situation will enable us to avoid
treating Chi Haotian's speeches as something dismissible, as some
innocuous hyperbole of a former defense minister, and to perceive the
speeches made by Chi Haotian, a member of the regency group led by
Jiang Zemin, as part of the prewar mobilization promoted by a
representative of a regent group of leadership headed by Jiang Zemin.
The phrase, "we cannot wait any longer," reveals their state of
mind and the imminence of the war.

In his article "The Gaol" Zhang Hongbao exposes one of the reasons
why Jiang Zemin is determined to carry out a decisive battle with the
United States for the domination of the world: it is because of Jiang
Zemin's personal ambition and quandary, because of the quandary of
his family, the quandary of the Chinese Communist Party's one-party
rule, the inextricable quandary resulting from corruption and
suppression. Jiang expects to resolve all these quandaries by waging a
world war, by betting all on a single throw, and by waging a decisive
battle with the United States in competing for supremacy. China's
global strategic goal is to eliminate the United States, to seize the
predominance in the world, and to establish a Chinese Federation that
crosses the Pacific Ocean. In his internal speeches, Chi Haotian
blatantly declares that the Chinese Communist Party will "lead the
Chinese people to march into the outside world," to wage a war with
the United States which has always imposed a blockade against China's
development, to "sweep across" the whole territory of the United
States, and colonize the land of the United States in order to
"establish another China under the same leadership of the Chinese
Communist Party." Even the millions of Chinese living in the United
States should be eliminated because, in Chi Haotian's words, "they
have been intoxicated with the bourgeois liberal thinking and therefore
will be accept the leadership of our party. If they survive (the war),
we will start political campaigns to treat them and reform them."

Actually, the Chinese Communist Party has an appetite for much more
than the United States. Chi Haotian uttered some really stunning
remarks: "The United States, Canada and Australia combined will
provide land spacious enough to accommodate our large-scale
colonization."

Weighing the cost of this diabolic war, Chi Haotian demonstrated a
quite blatant jingoism: "Death is a dynamism that moves history
forward;" "it is really cruel to cause the death of one or two
hundred million American, but it is the only path toward a Chinese
century, a century in which the Chinese Community Party will lead the
world;" To let the Chinese die or to let the Americans die? Which is
more important, to safeguard the lives of hundreds of millions of
Chinese or to safeguard the life of our Party? We can only choose the
latter."

In order to instigate the support of the public opinion, Chi Haotian
has the audacity to attach to the diabolic war labels such as "the
rejuvenation of China" or "greeting the Chinese century," and to
attribute the diabolic war to the reason that the land of China is no
longer able to sustain the expanding Chinese population and that
China's natural environment has been irrevocably damaged. He has
raised high the banner of Chinese nationalism, misled the public
opinion, and instigated the Chinese to fight their way into the United
States, Canada, and Australia. Isn't it the modern version of the
slogan used by the Chinese Communist Party back then: "Overthrow the
local tyrants and divide the land among the poor peasants"?

In his speech of prewar mobilization Chi Haotian also reveals the fact
that the members of the standing committee of the political bureau of
the Chinese Communist Party have held several meetings to study the
rise and fall of the Nazi Germany, to learn from its experience of
success and its lessons of failure. The Standing Committee of the
political bureau has reached a consensus: "To follow Germany's path
in rejuvenating China," to defeat the other powers and become the
only superpower of the planet. This is the sound of the megalomaniacs
uttered by the new Nazis of the Chinese Communists!

Undoubtedly, Chi Haotian plays an important role in the decision-making
body and the propaganda and mobilization organ of Jiang Zemin's
diabolic war.

It is noteworthy that, besides the nationalistic banners such as
"national rejuvenation" and " racial superiority" similar to
those used by Hitler back then, as well as the promises of benefits
given to the participants regarding the occupations of the United
States, Canada, and Australia, the prewar mobilization method adopted
by the propaganda machine of Jiang Zemin's diabolic war has four
unique characteristics in its operational mode and its propaganda
content, illustrating the sinuousness and craftiness of Jiang Zemin
clique of the diabolic war.

One. A Covert, Semi-Surreptitious Operation

They took an initial step by carrying out a public survey under the
cover of "sina.com:" "If you were soldier, with your superior's
permission, would you open fire at women, children, and prisoners of
war?" Later, they issued the internal speeches made by Chi Haotian on
the free forum of sina.com, without giving any information bout the
date, place, or attendants of the meetings. In addition, the speaker
ostensibly is someone who is no in office currently, but a former
defense minister. Thus, all operations have been undertaken in an
unofficial and informal fashion.

However, once you have read their speeches, you will understand that
through these two covert, semi-surreptitious operations Jiang Zemin and
his followers have materialized what they wanted to say, what they
wanted to do, and the effects they wanted to achieve. This anomalous
operation mode of prewar mobilization has rendered it impossible for
the United States to find out the truth, to trace down the people
responsible for these operations, or to make up its mind about how to
handle the situation. As for Jiang Zemin and his followers, they enjoy
all the flexibility of maneuvering: if the situation proves to be
favorable, then they will continue with their operations; if the
situation does not develop in their favor, they will disclaim all
responsibilities or declare that this speech is "fabricated." And
this is the crux of their trick!

In fact, the first phase of the prewar mobilization for the diabolic
war being prepared by Jiang Zemin clique has been completed through the
undertaking of this covert, semi-surreptitious operation. Jiang Zemin
and his followers have won some precious time, while the United States
is still entangled in the phase of investigation to find out whether
all this is true or false. When they find out that this has been a
genuine prewar mobilization that does not assume the traditional
format, at least three months will have elapsed. That is the end of
July. By that time, the higher authorities of the United States will
come to a clear understanding that the Chinese Communist Party intends
a wage a war!

The White House must make up its mind to fight this war, a genuine war
of anti-terrorism against the most powerful opponent in the world, a
war that may result in an indiscriminate destruction. This is something
to be handled with utmost caution. Therefore it will take at least
three months for the White House to prepare and submit a report to the
Congress. Even if it does manage to come up with a report in three
months, that will be the end of October or the beginning of November.
Even if the White House, at the same time as it is submitting its
report to the Congress, begins its arrangements with the Defense
Department and CIA to prepare for the approaching war, it will take at
least five months: first, they have to make sure of the location of the
command center of Jiang Zemin's diabolic war; second, they have to
come up with a general plan of military actions and a blueprint for
postwar administration. If they start the job at the beginning of
November, they can get the job done by the end of February. That is to
say, from the time of the issuance of Chi Haotian's prewar
mobilization (April), it will take at least 10 months for the White
House to take any action. And this is exactly the effect to be produced
by the unconventional pre-war mobilization conducted by Jiang Zemin and
his followers.

If Jiang Zemin and his followers want to wage a war, they will choose
to start the war during the coldest season in the United States
(November to January), when people are most relaxed (before and after
Christmas, especially around December 26, Mao's anniversary). They
will create a huge power outage, causing a complete paralysis of U.S.
domestic and overseas military bases. Then, they will create tidal
waves in the coastal areas, earthquakes in Washington DC where the
command center is located, and long-distance precision assaults at the
most important leading figures. These will be followed by the entry of
the armies into the land to clean up the battleground. But how about
the United States' response? According to the prediction of Jiang
Zemin and his followers, by November, the White House will still be
pondering upon the report to be submitted to the Congress.

This non-traditional, irregular, semi-surreptitious prewar mobilization
will serve to obtain precious, golden time for the victory of the
diabolic war.

Two. An Easy Way to Discharge the Guilt of Treason

One of the reasons that Jiang Zemin wants to start a war is that he has
been under tremendous pressure after the exposure of his crime of
having given Chinese land away to Russian, which knows the secret of
his having been a Soviet spy. Even if he won the war of "defeating
the United States and seizing the domination of the world," the
treason he committed would pose as an obstacle to his attempt to seize
the throne. Thus, the propaganda team for Jiang Zemin's diabolic war
came up with a brilliant idea for him. In Chi Haotian's speech, when
he talks about the long-term strategy of anti-American struggle, he
makes a seemingly inadvertent remark: "according to Comrade
Xiaoping's plan, in these years we have ceded a huge area of our
northern territory to Russia. Is our Party Central Committee really
foolish?" What a scheme! In this way, through an ostensible eulogy of
a strategist, he attempted to shift, easily, the blame for a severe
historical crime onto a dead person, removing the fetters from Jiang
Zemin and covering up his treason with a halo of strategy.

Three. Ambivalence Aimed At Deception

Chi Haotian spent much time talking about biological weapons, labeling
them as the most suitable weapons for the poor people and threatening
to clean up the American battleground with biological weapons.

Generic weapons, the most eminent among biological weapons, have been
identified as the usher of apocalypse. Some people have claimed that it
takes only 20 grams of super thermo-toxic generic weapon to bring death
to the 5.5 billion people over the globe. Some other people have
predicted that, based on the different characteristics in human body,
the generic weapons such as "racial bombs" can be designed to bring
diseases to human bodies of certain hereditary types, to cause
casualties to certain people (races or families). The problem is, these
kinds of generic weapons are still in the phase of research. Even Chi
Haotian said, don't wait for them.

Then it is clear that the biological weapons Chi Haotian referred to
must be those that have been successfully designed and manufactured.
According to the professional information concerning biological
warfare, the six categories or twenty-eight kinds of biological weapons
are not capable of "cleaning up" the United States in the shortest
period of time, because before 2003, the United States had already
stipulated that 2.4 million members of its armed forces and reserved
troops should be vaccinated against biological weapons, and under the
threats of biological warfare after 9.11 incident, members of the
Senate and the House, as well as important government officials, were
vaccinated against biological weapons. Therefore, the military forces
and high officials will not be "cleaned up." Then who are going to
be "cleaned up"?

As old Chinese sayings go: "the most important objective is to
eliminate the enemy's armed forces and military leaders;" "the
best tactics is to eradicate the enemy forces." The elimination of
the enemy forces as a military objective is not only the foundation for
all military actions, the primary principle of war, and an important
principle of strategic leadership, but also the most effective means
and experience by which the various dynasties throughout China's
history was able to subjugate the enemy states and achieve "the great
unification." How could Chi Haotian, the former Defense Minister of
China, fail to understand something so important and basic? If in fact
he pretended to be ignorant of it, then what can we learn from his
affected posture? By resorting to the rhetoric of biological warfare to
motivate his people and to mislead the Americans, who he knew would not
take his words seriously, Chi Haotian intended to win some precious
time for war preparation and also to cover up the CCP's real fatal
weapons.

The weapons that the Chinese Communist Party is going to use to
"clean up" America are the fatal weapons that Americans cannot
protect themselves from: i.e. "great power outages," "manmade
earthquakes and tidal waves," "and super-capacity warfare" that
Zhang Hongbao has pointed out.

Thus, Jiang Zemin's mobilization for the diabolic war has been
covered up with deception and stratagems.

Four. The duplicity and instigation of the prewar mobilization derive
from the false labels of "national rejuvenation" and "the Chinese
century," the goal of "defeating the United States and seizing the
domination of the world," and the motivation of "colonizing the
land and sharing the profit."

The prewar mobilization of Jiang Zemin's clique for a diabolic war is
very conducive to emotionalism in the army and the people. Is there any
Chinese who does not want to be assigned a big house and a big car in
America, to enjoy the affluent life in America? Back then, through the
means of the communist goal, the Marx-Leninist banner, and the
overthrowing of local tyrants and distributing the land to the poor
peasants, the Chinese Communist Party managed to deceive the people,
won over public support and seized the power over China by alluring the
people. Today, Mao Zedong's children and grandchildren resorted to
the same tricks with different packaging: back then the slogan used was
"serve the people" or "work for the people's interest;"
nowadays, they blatantly call upon people to fight for the sake of the
communist rule. Back then, they claimed that they were fighting to
seize the state power for the poor people; nowadays they openly declare
that they are fighting for the enthronement of "the holy man" Jiang
Zemin.

Wake up, those who are still deep asleep in their dreams of peace!

Among all urgent affairs for us to attend to today, the most urgent
task is for us to use all means possible to forestall and deter the
diabolic war to be launched by Jiang Zemin.

Only if we make early preparations and take early precautions can we
ensure ourselves a tomorrow!

Supplement

War Is Not Far From Us; War Is the Midwife of the Chinese Century
By Chi Haotian, a Member of Jiang Zemin's Regent Clique

Comrades:

I'm very excited today, because the outcome of the large-scale online
survey we entrusted sina.com with has demonstrated that our next
generation is quite promising, that our Party's cause will certainly to
carried on. In response to the question, "would you shoot at women,
children and prisoners of war?" more than 80% of the respondents made
an affirmative answer, exceeding our expectations by a large margin.

Today I'd like to focus on the reasons why we entrusted sina.com with
conducting this online survey among our people. You may regard my
speech today as a sequel to my previous speech. In that speech, I began
my discussion with the issue of three islands, and I mentioned that
over the past 20 years the idyllic theme of "peace and development"
should be brought to an end and that modernization under the saber is
the only option for the next phase of China's advance. I also mentioned
our prodigious overseas interest. Today, I'll speak more specifically
on these two issues.

Although the central issue of this survey appears to be whether one
should shoot at women, children and prisoners of war, the ramifications
of this question are certainly not limited to this single issue.
Ostensibly, our main intention is to make a probe into the Chinese
public's attitude toward war: if these future soldiers do not hesitate
to kill even non-military elements, then it is natural to expect them
to be much more ruthless in killing military personnel. Therefore, the
responses to the survey questions may reflect the general attitude
people have towards war.

Actually, however, this is not our genuine intention. The purpose of
the CCP Central Committee in conducting this survey is to take a probe
into people's ideology. We wanted to know if our people would accept
the prospect that our country's global development will be accompanied
by mass elimination of population in our enemy countries. We wanted to
find out if our people would support or oppose to this prospect.

As everybody knows, the essence of Comrade Xiaoping's thinking is
"development is the only tenable logic." And Comrade Jintao has also
pointed out repeated and empathetically that "development is our first
essential task" that should always stay at the center of our attention.
However, many comrades have reached a partial understanding of
development, assuming it to be limited to domestic development. In
fact, the "development" we talk about refers to the great cause of
national rejuvenation of the Chinese people. This rejuvenation, of
course, is not limited to the land our occupy currently but to be
expanded to the whole world.

How come?

Comrade Liu Huaqing, a former leader of our Party, and Comrade He Xin,
a young strategist of our Party, have repeatedly stressed the
importance of the theory regarding the shift of the center of world
civilization. Our slogan of "rejuvenating China" was raised according
to this pattern of thinking. Everybody can look into the newspapers and
magazines published in recent years or go online to do some research,
to find out who was the first person to raise the slogan of national
rejuvenation. It was Comrade He Xin he put forward this slogan first.
Do you know He Xin? Although when he delivers a report he always has
his sleeves and trousers rolled up in a despicable fashion, his
historical perspicacity is something precious that should be dearly
cherished by our Party.

To discuss this issue, we have to start at the very beginning.

As everybody knows, according to the views propagated by the Western
scholars, the humanity of the whole world originated from one single
mother in Africa; therefore, no race can claim to possess racial
superiority. However, according to the research conducted by the
majority of Chinese scholars, the Chinese are different from other
races on earth. We did not originate in Africa; instead, we originated
independently in the Chinese land. The Beijing man in Zhoukoudian that
we are all familiar with represents a phase of our ancestors'
development. "The Project of Searching for the Origins of the Chinese
Civilization" that are currently undertaken in our country is aimed at
a more comprehensive research on the origin, process and development of
the ancient Chinese civilization. We used to say, "Chinese civilization
has had a history of five thousand years." Nowadays, many experts
engaged in researches in various fields such as archeology, ethnic
cultures, regional cultures and histories have come to the consensus
that the new discoveries such as Hongshan Culture in the Northeast,
Liangzhu Culture in Zhejiang, Jinsha Ruins in Sichuan, Yongzhou Shun
Emperor Cultural Site in Human have served to clarify the living status
of China's early civilizations and prove that just China's rice
agricultural history can be traced back as early as 8,000 to 10,000
years, making the saying of "five thousand years of Chinese
civilization" something obsolete. Therefore, we can assert that we
belong to cultural roots of more than a million years, civilizations
and progresses of more than ten thousand years, an ancient nation of
five thousand years, and a Chinese entity of two thousand years. This
is the Chinese nationality that calls itself "descendents of Yan and
Huang," the Chinese nationality that we are so proud of. If back then
Hitler's Germany bragged that the German race was the most superior
race on the earth, we can say that our nationality is much more
superior than they.

Because of the long history of our people, our people have disseminated
throughout Americas and the regions along the Pacific Rim, including
Indians in Americas and the East Asian ethnic groups in the South
Pacific.

We all know that because of the superiority of our race, during the
strong and prosperous Tang Dynasty, our civilization was at the peak of
the world; we were the center of the world civilization, and no other
civilization in the world was comparable to ours. Later on, because of
our complacency, narrow-mindedness, and the self-enclosure of our own
country, we were surpassed by the Western civilization, and the center
of the world civilization shifted to the West.

The review of history we have undertaken naturally makes us concerned
with this question: will the center of the world civilization shift
back again to China?

As Comrade He Xin put it in his report to the Party Central Committee
in 1988, if the leading center of the world was located in Europe since
18th Century and later shifted to the United States in the middle of
the 20th Century, then in the 21st Century the leading center of the
world will shift to the East of our planet. And "the East" of course
mainly refers to China.

Actually, as early as in the middle of 1980s, Comrade Liu Huaqing had
raised some similar ideas. Based on a historical analysis, he pointed
out that the center of world civilization is shifting. It shifted from
the East to the Western Europe and later to the United States; now it
is shifting back to the East. Therefore, if we refer to the 19th
Century as the British Century, and the 20th century as the American
Century, then the 21st Century will be the Chinese Century.

To understand conscientiously this historical law and to be prepared to
greet the advent of the Chinese Century is the historical mission of
our Party. As we all know, at the end of last century, we built the
Altar to the Chinese Century in Beijing. At the very moment of the
arrival of the new millennium, the collective leadership of the Party
Central Committee gathered there to uphold the torches of Zhoukoudian
and held a rally to pledge resolution to get ready to greet the arrival
of the Chinese Century. In doing this, we are proceeding according to
the historical law and make the realization of the Chinese Century as
the goal of our Party's struggle. Later, in the political report of our
Party's Sixteenth National Congress, we set up the national
rejuvenation as the great goal to achieve and explicitly specified in
the New Party Charters that our Party is the pioneering team of the
Chinese people. All these steps marked major development of Marxism,
reflecting our Party's courage and wisdom. As we all know, Marx and his
followers have never referred to any communist party as a pioneering
team of a certain people; neither did they say that national
rejuvenation could be used as a slogan of a communist party. Even
Comrade Mao Zedong, a courageous national hero, only raised high the
banner of "the global proletarian revolution;" he did not have the
audacity to give priority to the slogan of national rejuvenation.

We must raise high the banner of national rejuvenation and greet the
arrival of the Chinese Century. How should we fight for the realization
of the Chinese Century? We must learn from the precious experiences in
human history, take advantage of outstanding fruition of human
civilization, and draw lessons from what happened to other ethnic
groups.

The lessons include the collapse of communism in the former Soviet
Union and East Europe as well as the defeats of Germany and Japan back
then. Recently there has been much discussion on the lessons of the
collapse of communism in the former Soviet Union and East European
countries, so I will not talk about them here. Today I'd like to talk
about the lessons of Germany and Japan.

As we all know, Nazi Germany also placed much emphasis on the education
of the people, especially the young generation. The Nazi party and
government organized and established various propaganda and educational
institutions such as "the Guiding Bureau of National Propaganda," "the
Department of National Education and Propaganda," "the Supervising
Bureau of Worldview Study and Education" and "News Office," all aimed
at instilling into the people's mind, from elementary schools to
colleges, the idea that German people is the most superior people and
convincing people that the historical mission of the Arian people is to
become "the King of earth" that "rules over the world." Back then the
German people had a much stronger sense of solidarity than what we have
now.

However, Germany was defeated in utter shame, and Japan that allied
itself with it was also defeated in utter shame. Why? We drew up some
conclusions at the study meetings of the Political Bureau, in which we
were searching for the laws that governed the vicissitudes of big
powers and trying to sum up the experience of Germany and Japan's rapid
growth. When we make up our mind to rejuvenate China according to the
German model, we must not repeat the mistakes they made.

Specifically, there are a few basic causes for their defeat. First,
they had too many enemies, for they did not adhere to the principle of
eliminating enemies one at a time; secondly, they were too impetuous,
lacking in patience and perseverance required for great
accomplishments; thirdly, when the time came for them to be ruthless,
they turned out to be too soft, therefore leaving troubles that
resurfaced later on. Let's presume that back then Germany and Japan had
been able to make the United States remain neutral and had waged a
protracted war at the Soviet front. If they had adopted this policy,
gained some time for their researches, eventually succeeded in
obtaining the technology of nuclear weapons and missiles, and launched
sudden attacks against the United States and the Soviet Union using
nuclear weapons and missiles, then the United States and the Soviet
Union would not have been able to defend themselves and would have had
to surrender. The little Japan, in particular, made an egregious
mistake in launching the sudden strike at Pearl Harbor. This attack did
not hit the vital parts of the United States; instead it dragged the
United States into the war, into the ranks of gravediggers that
eventually buried the German and Japan fascists. Of course, if they had
not made these three mistakes and won the war, history would have been
written in a different fashion. If that had been the case, China would
not be in our hands. Japan might have moved their capital to China and
the Japanese would be the masters of China. Later on, China and the
whole Asia under Japan's command would have brought into full play the
oriental wisdom, conquered the West ruled by Germany and unified the
whole world. This has been nonsense, of course. No more digressions.

Therefore, fundamentally, the reason for the defeat of Germany and
Japan is that history did not assigned them as "kings of the earth,"
because in fact they are not the most superior races.

Apparently today's China is very similar to Germany back then, and
these similarities are stunning historical repetitions. Both of them
regard themselves as the most superior races; both of them have a
history of being exploited by foreign powers and are therefore very
vindictive; both of them have the traditional of worshipping
authorities; both of them feel that they have seriously insufficient
living space; both of them raise high the two banners of nationalism
and socialism and label themselves as "national socialism;" both of
them worship "one state, one party, one leader, and one -ism."

However, if we compare Germany and China on a realistic basis, then as
Comrade Jiang Zemin put it, Germany belongs to "pediatrics." How much
is Germany's population? How big is its territory? And how long is its
history? We spent only three years before we eliminated the eight
million strong Nationalist military forces. How much of their enemies
did Germany eliminate? They were in power for a transient period of
little more than a dozen years before they perished, while we are still
energetic after struggling for more than eighty years. The theory of
the shifting center of civilization that we put forward is of course
more profound than the Hitler's theory of "the earthly king." Our
civilization is profound and broad, which has determined that we are
brighter than they were.

We Chinese are brighter than the Germans because, fundamentally
speaking, our race is superior to theirs. That is why we have a longer
history, more population and more territory. On this basis, we
ancestors left us two priceless traditional treasures: atheism and
great unity. The founder of our Chinese culture was Confucius.

These two priceless traditional treasures have been decisive in
determining that we are more viable than the West. That is why the
Chinese people have prospered for such a long time, and we are bound to
survive no matter how devastating natural disasters, man-induced
catastrophes, and national calamities are. This is our advantage. Let's
illustrate this point with exigencies such as wars. The United States
remains intact today because its homeland has never been devastated by
war. Once its enemy targeted its homeland, the enemy would have entered
Washington DC when the U.S. Congress finished its prolonged debates and
authorized its president to declare the war. As for us, we don't have
to dispute over trifles. As Comrade Xiaoping put it, "The Party's
leadership should make a quick decision. When the decision is made, it
should be carried out. We should not go through the endless disputes
that are common in capitalist countries. This is our advantage." Our
Party's system of democratic centralism is founded upon the tradition
of great unity. Although the fascist Germany also emphasized
high-degree centralism, their power was concentrated on the prime
minister, and they neglected the collective leadership of the center as
teamwork. That is why later Hitler found himself abandoned and betrayed
by almost everybody, which fundamentally enervated the war capability
of the Nazi Party.

The reason we are different from Germany is that we are complete
atheists while Germany used to a Catholic and later a Protestant
country, and Hitler was only a 50% atheist. Hitler believed that
ordinary people have low intelligence and the leader should make
decisions, and the German people back then worshipped Hitler; however,
Germany does not have China's long-lasting tradition of widespread
worship of "saints." The reason our Chinese society has long upheld
"saints' as objects of worship is that we don't worship any god. When
you worship gods, it is impossible for you to worship man, unless you
acknowledge someone as a representative of God, just like some
countries in the Middle East. Once you acknowledge someone as a saint,
then you have to allow him to become your leader. You are not supposed
to supervise or select a leader. And this is the foundation of our
system of democratic centralism.

Therefore, ultimately, it is our China only, not Germany, that can pose
as a reliable force to counterbalance the system of parliamentary
democracy of the West. The emergence of a Hitler-style dictatorship in
Germany might have been a historical misunderstanding.

By now you may begin to understand why we made the decision recently to
further our atheistic propaganda. If we allow the Western theism to
flood China and replace our cultural essence, if the public in China
all listen to God and follow God, then who are willing to listen to us
and follow us? If ordinary people here do not believe that Comrade
Jintao is a qualified leader and begin to cast doubt over his ability
or to ask to monitor his job, just as the churchgoers in the church
cast doubts on us, asking us why we should control their church and
replace their God with our leadership, then how can our Party continue
to lead China?

Germany failed in its attempt to be "King of the Earth." Fundamentally,
it is because history did not endow them with this historical mission.
However, from the Germans' experience of those years provide we can
draw three lessons to facilitate our endeavor to accomplish our
historical mission and realize our national rejuvenation: i.e. we
should come to firm grips with the issue of the people's living space,
with the leadership as a ruling party, and with the orientation of
becoming "the King of the earth." These three issues should always be
kept in our mind.

In the following I'd like to talk about these three issues.

First of all is the issue of living space, which is the most important
starting point for our national rejuvenation. In my last speech, I
mentioned that the struggle for basic sustenance resources (including
land and ocean) has been the root of the majority of wars in history.
It may be a little different in our age of information, but there is no
essential difference. To begin with, our per-capita resources is much
less than what Germany had in those years, and the situation has been
exacerbated by the devastating impact on the environment and weather as
a result of the economic development over the last twenty years. Our
resources are being depleted, and our environment is deteriorating at
an alarming rate, especially serious being the problems relating to
land, water source and air quality. Our sustainable development and
even the survival of our people are faced with serious threats. We are
in a much more austere situation than what the Germans found themselves
in back then. The people who have been to the Western countries are
able to see that their living space far surpasses ours. On both sides
of their highways are vast stretches of forests while few trees are
visible along our highways; their sky is blue dotted with white clouds
while our sky resembles a black pot cover; their tap water is safe to
drink while even our underground water is so much contaminated that it
is not safe to drink without filtering it first; there are few people
on their streets and only two or three people live in a house while our
streets are always overrun with people and several people have to share
a room. Many years ago someone wrote a book entitled Yellow Peril,
which predicted that when China's population reaches 1.3 billion and
because everybody in China is copying the American lifestyle
characterized by high consumption, our limited resources cannot meet
the demand anymore; consequently our entire society collapses
completely. Today our population has reached and passed this limit, and
we are trying to support ourselves by importing resources. It is not
true that we do not pay attention to this issue. We have Department of
Land Resources, which has been working on this issue day in day out.
However, the word "living space' carries too much connotation
suggestive of the Nazi Germany, so we cannot use the word in public, to
avoid reminding the West of the Nazi Germany and promoting the theory
of "China Menace." Therefore, when we follow He Xin's theory and stress
that "the human right is the right to live," we intentionally mention
"living" without using "space," to avoid the phrase "living space."
>From a historical perspective, the reason China is confronted with the
issue of living space is that the Western countries developed ahead of
the Eastern countries, obtained the opportunity to colonize the rest of
the world and thereby occupied an advantageous position in living
space. If we want to solve this problem, we have to lead our people in
going out, in developing abroad.

The second issue is that we must pay attention to the leadership
capability of the ruling party. We pay more attention to this issue
than their National Socialist Party (i.e. Nazi Party) did back then.
Although they extended the power of the Nazi party to every aspect of
Germany's national authorities, they did not emphasize, as we do, the
absolute leadership of the party; they did not focus their attention,
as we do, on an absolute control of the party's internal affairs as the
most essential task. Comrade Mao Zedong, in his speech about "the three
great treasures" that have facilitated our Party's struggle to seize
the power, referred to the construction of the Communist Party, as well
as the leadership of the Communist Party, as the most important
treasure.

To consolidate our Party's leadership position and strengthen its
leadership capability, the key is to focus on two things.

The first thing is to do a good job in the propaganda of the theory of
three representatives. We must emphasize the fact that our Party is a
pioneering team not only of the proletariat but also of the Chinese
nation. Many people down there have made some comments like "we never
voted for you the Communist Party to represent us. How can you label
yourselves as our 'representatives'?"

Don't worry about this issue. As Comrade Mao Zedong put it, when we
lead our allies to win victory and enable them to benefit from the
process, then they will support us. Therefore, if only we can lead the
Chinese people in going out and solve China's problem of insufficient
living space, the Chinese people will support us. By that time, there
will be no such labels as "dictatorship" or "totalitarianism."
Therefore, whether we are able to be the representatives of the Chinese
people forever depends on whether we can successfully lead the Chinese
people in going out.

Therefore, the second issue, whether we can lead the Chinese people in
going out, is the most important and essential task concerning the
leadership position of the Communist Party.

Why is it?

As we all know, without the leadership of our Party, China would not
have everything it possesses now. Therefore, our highest aim is to
forever safeguard our Party's position of leadership. Before the June 4
Incident, we had come to a vague understanding that only if we make
China stand up we can win over the People's support and love for the
Communist Party. Therefore we wanted to have a few dozen years of peace
to develop China's economy. No matter what -ism it is, no matter it is
a white cat or black cat, as long as it can develop China's economy, it
is a good cat! However, at that time, we did not give mature
consideration to how to deal with international disputes after China
has developed. At that time, Comrade Xiaoping pointed out that peace
and development are the themes of today's world. However, the
disturbance of June 4 gave our Party a wake-up call and a timely lesson
deeply inscribed in our memory. The pressure of China's peaceful
evolution forced us to renew our consideration of the themes of our
time. We have perceived that neither the issue of peace nor the issue
of development has been resolved. The rival forces of the West have
always attempted to reform the world and reform China according to
their blueprints, trying to overthrow our Party's leadership through a
peaceful evolution. Therefore, if we focus our attention exclusively on
economic construction, it will still possible for us the Communists to
lose power to lose our control of the land. The disturbance of June 4
almost succeeded in carrying out a peaceful revolution. If at that time
many of our old comrades had not been still alive and if they had not,
at the crucial moment, deprived Zhao Ziyang's team of their power, we
would have been imprisoned, and even if we had been killed we would
have been too ashamed to report ourselves to Marx. Although we passed
the test of June 4 Incident, it is possible for the peaceful evolution
to occur in China when this generation of old comrades have all passed
away and nobody is there to control the situation, just as what
happened to the former Soviet Union. In 1956, they cracked down the
Hungarian Incident and defeated the attacks launched by Tito
revisionists of Yugoslavia. However, more than 30 years later, they
were unable to put up an effective fight against Gorbachov, because
once almost all the old comrades who seized the power have passed away,
the Communist Party will lose its power to peaceful evolution.

After the crackdown of June 4, we were contemplating on how to obviate
peaceful evolution in China and how to keep the leadership of the
Communist Party, but we were unable to come up with any good idea. If
we fail to come up with any idea, China's peaceful evolution is bound
to happen, and we will be criminals in history. After our Party's
profound introspection, we have come to the conclusion: only by
converting the developed national strength into the force of a striking
fist, only by leading the people to go out, can we win the Chinese
people's support and love for the Communist Party. Thus, our Party will
forever stand unvanquished and invincible, our people will depend on
the Communist Party and they will be willing to follow the Communist
Party, just as what is written in a literary couplet that is to be
found everywhere in rural areas: "Listen to Chairman Mao and follow the
Communist Party."

Therefore, the riot of June 4 made us understand that the
reconstruction of our country must be closely tied up with war
preparation and our determination to lead the people in going out. That
is why, since then, our national defense policy has taken a 180- degree
turn around. We have placed increasing emphasis on "the combination of
the time of peace and the time of war." All our construction and
development should be considered as preparation for war. Publicly, we
still stress that our central task is economic construction; in fact,
our economic construction is centered on war preparations! We have made
a tremendous effort to construct "the Project of the Great Wall:" to
build up a strong great wall underground, which is impregnable even in
a nuclear war, along our coastline, our border, and in the vicinity of
our large and medium-sized cities, and to store all necessary war
materials. Therefore, we are determined to lead the people in going out
even and to ensure the Party's leadership position at the cost of
fighting a third world war. At whatever cost, we the Chinese communists
will not withdraw from the stage of history! We will not withdraw from
the stage of history even if it means that this whole world or even the
entire earth has to perish with our Party!!! Isn't there a theory
called "nuclear bondage?" which means that nuclear weapons have bound
together the security of the whole world, and if one country is
destroyed, then the whole world has to go, too. For me, the fact is
there is another kind of bondage, i.e. the destiny of our Party is
bound up with the destiny of the entire world. If our Communist Party
has to go, then China will have to go, and the whole world will perish
altogether.

Our Party's historical mission is to lead our people to go out. If we
are perspicacious, we will perceive that history has followed this
path: First, China's long history has resulted in its being the most
populous nation in the world and the huge population of overseas
Chinese; secondly, once we open our doors, the profit-oriented Western
capitalists, in order to occupy the greatest market in the world, will
invest a huge amount of capital and technology in China to assist our
construction and development; thirdly, the existence of numerous
overseas Chinese also provides us with a most favorable condition for
introducing foreign capital, foreign technology and advanced experience
into China, helping to ensure the great success of the reform and
opening-up of our country; fourthly, as the per-capita living space for
the Chinese people continues to shrink, the momentum of China's
unprecedented economic expansion will force China to turn outward in
search for new living space; fifthly, China's great economic expansion
will inevitably lead to a great development in our military forces,
creating conditions for our overseas development. Even since the era of
Napoleon, the West has been bracing itself for the wakeup of the
sleeping lion of China. However, it will be impossible to keep the
sleeping lion of China from standing up and advancing into the world.

How, what is the third issue that we should come to firm grips with in
order to accomplish our historical mission of national rejuvenation? It
is to hold on firmly to "the issue of America."

Comrade Mao Zedong taught us that we must have resolute and correct
political orientation. What is our most important, correct orientation?
It is to resolve the issue of America.

This kind of approach appears to be shocking, but it involves some very
simple logic.

Comrade He Xin has put forward a fundamental judgment that is very
reasonable. In a letter to the Party Central Committee, he asserted
that the rejuvenation of China is in fundamental conflict with the
strategic interest of the West; therefore, the Western countries will
certainly do all they can to obstruct China's progress. Thus, only by
breaking through the blockade imposed by the Western countries headed
by the United States can China continue to develop and advance toward
the outside world.

Would the United States allow us to go out seeking new living space?
First, if the United States is determined to block us, it is extremely
difficult for us to do anything significant to Taiwan and some other
countries! Secondly, even if we snatch some land from Taiwan, Vietnam,
India or even Japan, how much more living space can we obtain by doing
this? Insignificant. Only places such as the United States, Canada and
Australia can provide us with vast land for colonization.

Therefore, resolving the issue of America is the key to resolving all
other issues. First, it would be possible for us to make many people
migrate there and even establish another China under the same
leadership of the Chinese Communist Party. Actually, Americas were
discovered by the ancestors of us yellow race. Although Columbus and
the white race were credited with the discovery of the new continent,
we the descendents of the Yan and Huang are entitled to the possession
of this land! It is said that the residents of yellow race have a very
low social status in the United States. We need to go liberate them.
Secondly, the resolution of "the American issue" would make the Western
countries of Europe capitulate to us, not to speak of Taiwan, Japan and
other small countries. Therefore, resolving "the American issue" is a
task assigned by history to us Chinese Communists.

Sometimes, I cannot help thinking about how cruel it is for China and
the United States to coexist in the same world. Do you remember a movie
about Liberation Army troops led by Liu Bocheng and Deng Xiaoping? The
title is something like "A Decisive Battle on the Central Plains."
There is a famous line that is both majestic and daring: "The road of
enemies is narrow; only the brave will win." It is this kind of
fighting spirit and this courage to cut off all means of retreat that
enabled us to seize the power in Mainland China. History has decided
that China and the United States will meet each other in a narrow road
and fight each other to the end. It is true that in history, unlike
Russia and Japan, the United States has never occupied the land of
China and hurt China. On the contrary, America assisted China in its
fight against the Japanese. However, in the future the United States is
bound to be an impediment, actually the biggest impediment, to our
national rejuvenation. In the long run, the Sino-American relationship
is one of life-or-death struggle. Once some American visitors tried to
convince us that the Sino-American relationship is one of mutual
dependence. Comrade Xiaoping responded very great courtesy: "Go tell
your government that there does not exist between China and the United
States a relationship of mutual reliance and mutual dependence."
Actually, Comrade Xiaoping was being too polite. He could have been
more frank: "The relationship between China and the United States is
one of life-or-death struggle." Of course right now we have not openly
broken up with them yet. Our reform and opening-up still rely on their
capital and technology. We still need America; therefore, we are doing
everything we can to promote our relationship with America, to learn
from America in all areas, to follow the example of America in the
reconstruction of our country. How have we managed our foreign affairs
in all these years? We have done everything we could to further our
relationship with the United States; sometimes we even had to be
subservient: we sometimes give them our right face when they have hit
our left face. Do you remember the character of Wuxun in the movie The
Story of Wuxun? In order to accomplish his mission, he has to suffer so
much pain and so much beating and kicking! The United States is the
most successful nation in the world. Only after we have learned all its
usual experiences can we expect to replace it in the future. Although
today we are imitating the American tone in saying that "China and
America should rely on each other and share weal or woe," we must not
forget what the history of our civilization has instilled in us: one
mountain does not allow two tigers to live together. In addition, we
must not forget what Comrade Xiaoping emphasized: we should keep a low
profile. This is of course an understatement. The true meaning is
nothing less than an expedient forbearance: we must put up with America
for now; we must conceal our ultimate goals; we must conceal our
capability and await the opportunity. Doing this will enable us to keep
a clear mind: we will understand why we have not updated our national
anthem and colored it with some tones of peace, why we did not change
the theme of war in our national anthem, why the revised constitution
for the first time specifies that our national anthem is "March of the
Volunteers." Thus, we will also understand why we constantly keep up
high volume talking about "Taiwan issue" and have kept quiet about "the
American issue." We all know the logic behind "pretending to advance
along one path while secretly going along another." If ordinary people
can only see the small island of Taiwan, then you as the elite of our
state should be able to have a panorama view of our cause. Over these
years we have abided by the arrangements made by Comrade Xiaoping and
given up a vast stretch of our territory in the north. You bet our
Party Central Committee are not fools.

To resolve the American issue we must be able to transcend conventions
and restrictions. In history, when a country defeated another country
or occupied another country, it could not kill all the people in the
conquered land, because back then you could not kill people effectively
with sabers or long spears, or even with rifles or machine guns.
Therefore, it was impossible to gain a stretch of land without keeping
the people on that land. However, if we conquered American in this
fashion, we would not be able to make many people migrate there.

Only by using special means to "clean up" American will we be able to
move the Chinese people there. This is the only choice left for us.
This is not a matter of whether we are willing to do it or not. What
kind of special means is there available for us to "clean up" America?
Conventional weapons such as fighters, canons, missiles and battleships
won't do; neither will highly destructive weapons such as nuclear
weapons. We are not as foolish as to want to perish together with
America by using nuclear weapons, despite the fact that we have
exclaiming that we will have the Taiwan issue resolved at whatever
cost. Only by using non-destructive weapons that can kill many people
will enable us to reserve America. There has been rapid development of
modern biological technology, and new bio weapons have been invented
one after another. Of course we have not been idle; in the past years
we have mastered some weapons of this kind. We are capable of achieving
our purpose of "cleaning up" America all of a sudden. When Comrade
Xiaoping was still with us, the Party Central Committee had the
perspicacity to make the right decision not to develop aircraft carrier
groups and focus instead on developing lethal weapons that can
eliminate mass population of the enemy country.

>From a humanitarian perspective, we should issue a warning to the
American people and persuade them to leave America and leave the land
where they are living now to the Chinese people, or at least leave half
of America for China to colonize, because the Chinese were the first to
discover America. But can we get the job done this way? If we can't,
then there is only one option for us: using resolute means to "clean
up" America, evacuate the American land at a striking speed. Our
historical experience has proven that once we established a fait
accompli, nobody in the world can do anything about it. Furthermore, if
the United States as the leader is gone, then other enemies have to
surrender to us.

Biological weapons are unprecedented in their ruthlessness, but if the
Americans do not die then the Chinese have to die. If the Chinese
people are strapped in the present land, a total societal collapse is
bound to take place. According to the computation of the author of
Yellow Peril, more than half of the Chinese will die, and that figure
would be more than 800 million people! Just after the liberation, our
yellow land supported nearly 500 million people, while today the
official figure of the population is more than 1.3 billion. This yellow
land has reached the limit of its capacity. One day, who knows how soon
it will come, the great collapse will occur and more than half of the
population has to go.

We must prepare us for two possibilities. If the biological strike
turns out to be successful, then the Chinese people will pay minimum
price in their struggle against America. If the strike fails and evokes
America's nuclear retaliation, then China will probably suffer the
catastrophe of losing more than half of its population. Therefore, we
must make preparation for air defense for large and medium-sized
cities. But no matter what happens, for the future of our Party, our
nation and our people, we have to go forward bravely, no matter how
many hardships lying ahead of us and no matter how much sacrifice we
have to sustain. Even if half of the population is gone, it will be
reproduced. However, once the Communist Party collapses, then
everything will be gone, gone forever!

In Chinese history, in replacement of dynasty, the ruthless have always
won and the benevolent have always failed. The most typical example
involved Xiang Yu the King, who, after defeating Liu Bang, failed to
continue to chase after him and eliminate his forces, and this leniency
resulted in Xiang Yu's death and Liu's victory. Therefore, we must
emphasize the importance of adopting resolute measures. In the future,
the two rivals, China and the United States, will eventually meet each
other in a narrow road, and our leniency to the Americans will mean
cruelty toward the Chinese people.

Here some people may want to ask me: what about the few millions of our
compatriots in the United States? They may ask: aren't we against the
Chinese killing other Chinese?

These comrades are too pedantic; they are not pragmatic enough. If we
had insisted on the principle about the Chinese should not kill other
Chinese, would we have liberated China? As for the few Chinese living
in the United States, this is of course a big issue. Therefore in
recent years we have been conducting researches on genetic weapons,
i.e. those weapons that do not kill yellow people. But this kind of
research is extremely difficult to produce any result. Among the
researches on genetic weapons in the whole world, the Israeli's
researches are the most advanced. Their genetic weapons are designed to
target Arabs and protect the Israelis. But even they have not reached
the stage of actual usage. We have cooperated with Israel on some
researches, and we can introduce some of their technologies used to
protect Israelis and try to remold these technologies to protect the
yellow people. But their technologies are not mature yet, and it is
difficult for us to surpass them in a few years. If it has to be five
or ten years before some breakthroughs can be achieved in genetic
weapons, we cannot afford to wait any longer. Old comrades like us
cannot afford to wait that long, for we don't have that much time to
live. Old soldiers of my age may be able to wait for five or ten more
years, but those from the period of Anti-Japanese War or the few old
Red Army soldiers cannot wait any longer. Therefore we have to give up
our expectations about genetic weapons. Of course, from another
perspective, the majority of those Chinese living in the United States
have become our burdens, because they have been corrupted by the
bourgeois liberal values for a long time and it would be difficult for
them to accept our Party's leadership. If they survived the war, we
would have to launch campaigns in the future to deal with them, to
reform them. Do you still remember that when we had just defeated the
National People's Party and liberated the Mainland China, so many
people from the bourgeois class and intellectuals welcomed us so very
warmly, but later we had to launch the campaigns such as "Suppression
of Counterrevolutionaries" and "Anti-Rightist Movement" to clean them
up and reform them? Some of them were in hiding for a long time and had
not been exposed until the Cultural Revolution.

History has proved that any social turmoil is likely to involve many
deaths. Maybe we can put it this way: the dying of people is the engine
that moves history forward? During the period of Three Kingdoms, how
many people died? When Genghis Khan went on his conquest sprees on the
Eurasian Continent, how many people died? When Manchu invaded the
interior of China, how many people died? Not many people died during
the 1911 Revolution, but when we overthrew the Three Great Mountains,
and during the political campaigns such as "Suppression of
Counterrevolutionaries," "Three Against" and "Five Against," at least
20 million people died. ... We were apprehensive that some young people
today would be trembling with fear when they hear about wars or people
dying. During wartimes, we were used to seeing dead people. Blood and
flesh were flying everywhere, corpses were lying in heaps on the
fields, and blood ran like rivers. We saw it all. On the battlefields,
everybody's eyes turned red with killing because it was a
life-and-death struggle and the brave would survive. It is really cruel
that one or two hundred million Americans have to die, but only by
taking this path can we usher in the Chinese Century, the century when
the Chinese Communist Party will rule over the world. We don't want
people to die, for we are revolutionary humanitarians. However, if
history insists on our making a choice: to let the Chinese die or to
let the Americans die? Is it more important to save the lives of
hundreds of millions of Chinese people or to safeguard the life of our
Party? We have to choose the latter, because we are Chinese and because
we are Communists. Since the day when we first joined the Party, the
life of the Party has surpassed everything else. History will prove
that we made the right choice.

Now, when I am about to finish our speech, you probably understand why
we conducted this online survey. Simply put, through conducting this
online survey we wanted to know whether the people would rise against
us if one day we secretly adopt resolute means to "clean up" America.
Would more people support us or oppose us? This is our basic judgment:
if our people approve of shooting at prisoners of war, women and
children, then they would approve our "cleaning up" America. For over
twenty years, China has been enjoying peace, and a whole generation has
not been tested by war. In particular, since the end of World War II,
there have been many changes in the formats of war, the concept of war
and the ethics of war. Especially since the collapse of the former
Soviet Union and Eastern European Communist states, the ideology of the
West has come to dominate the world as a whole, and the Western theory
of human nature and Western view of human rights have increasingly
disseminated among the young people in China. Therefore, we were not
very sure about the people's attitude. If our people are fundamentally
opposed to "cleaning up" America, we will, of course, have to adopt
corresponding measures.

Why didn't we conduct the survey through administrative means instead
of through the web? We did what we did for a good reason.

First of all, we did it to reduce artificial inference and to make sure
that we get the true thought of the people. In addition, it is more
confidential and won't reveal the true purpose of our survey. But what
is most important is the fact that most of the people who are able to
respond to the questions online are from social groups that are
relatively well-educated and intelligent. They are the hard-core and
leading groups that play a decisive role among our people. If they
support us, then the people as a whole will follow us; if they oppose
us, they will play the dangerous role of inciting people and creating
social disturbances.

What turned out to be very comforting is they did not turn in a blank
test paper. In fact, they turned in a test paper with a score of over
80. This is the excellent fruition of our Party's endeavor in
propaganda and education for the past few decades.

Of course, a few people under the Western influence have objected to
shooting at prisoners of war and women and children. Some of them said,
"It is shocking and scary to witness so many people approving of
shooting at women and children. Is everybody crazy?" Some others said,
"The Chinese love to label themselves as a peace-loving people, but
actually they are the most ruthless people. The comments are resonant
of killing and murdering, sending chills to my heart."

Although people holding this view are very few and will not affect the
general situation, but we still have to respond to this kind of talks
and strengthen our propaganda work.

What we should do is to carry out a large-scale propaganda about the
most recent views of Comrade He Xin. He has already submitted a report
about his views to the Party Central Committee. You can also go online
to read his articles.

If you go online and type the key words, you will be able to find out
Comrade He Xin's remarks made during an interview with a Hong Kong
newspaper Commerce: "America has a shocking conspiracy." According to
the information he has gathered, during the period from September 27 to
October 1, 1995, the American funded Gorbachov Foundation invited 500
most important politicians, business leaders and scientists, including
international celebrities such as G. Bush (at that time he was not U.S.
president yet), Mrs. Thatcher, Blair, Brechinsky, as well as Sorots,
Bill Gates, and futurist Naitsbit, to hold a high-level round-table
conference at Field Mont Hotel in San Francisco to discuss issues such
as globalization and how to lead the humanity towards the 21st Century.
According to He Xin, the global elites attending the conference hold
the view that in 21st Century, only 20% of the world population will be
sufficient to maintain the prosperity of the world economy, the
remaining 80% or 4/5 of the world population are human trash that
cannot create new values. The conference participants believe that the
superfluous 80% of the population belong to trash population and should
be gradually eliminated through "high-tech" means.

Therefore, since the enemies are secretly plotting to eliminate our
population, understandably we must not be lenient toward them. Comrade
He Xin submitted a timely report, confirming the correctness of our
decision to carry on a tit-for-tat struggle and also confirming the
insightfulness and correctness of the strategy targeted at America
designed by our perspicacious Comrade Xiaoping.

Of course, while we are circulating this speech by Comrade He Xin, we
should not publish it on Party newspapers, to avoid alerting the enemy,
because Comrade He Xin's speech may remind the enemy that the modern
science and technology we have mastered, including nuclear technology
for "clean-up," hereditary genetic weaponry technology as well as
biological weaponry technology will provide us with powerful means in
our large-scale elimination of their population.

Now let's turn to the last issue, which is how to come to firm grips
with the preparations for military struggle.

Right now we find ourselves in the juncture of either moving forward of
making a retreat. Some of our comrades cannot make up their mind about
preparing for military struggle because they perceive that we are
preoccupied with the problem of corruption, the problem of state
enterprises, the problem of bad debts in our banks, the problem of
environmental protection, the problem of social welfare, the problem of
education, the problem of aids, the problem of mass petitions, and even
the problem of riots. They hold the view that we should deal with
political reform first. They maintain that the political reform should
be tackled as priority and that after resolving the domestic problems
we can then turn our attention to the problem of military struggle
abroad.

This debate reminds me of the year 1948, a critical time in China's
revolution. At that time, the main forces of the Liberation Army had
reached the bank of the Yangtze River, but the liberated areas were
confronted with very complex situations. Insolvable problems popped up
everywhere, and the Party Central Committee received emergency messages
everyday. What should we do? Should we put our advancing our troops on
the hold and consolidate our rear areas and rectify our internal
affairs first, or should we make a vigorous effort, cross the Yangtze
River and finish the war at one go? With his unusual wisdom and
courage, Chairman Mao issued the order to march forward: "carry the
revolution to the end." We liberated the entire China. And all the
problems and contradictions that had loomed as large and troublesome
back then were later resolved in the forward-rushing waves of the
revolution.

Now it seems that we are situated at a critical time very similar to
the year when our revolutionary troops reached the bank of the Yangtze
River. As long as we come to firm grips with the most fundamental issue
of preparing for the military struggle, our Party's Central Committee
believes, as long as we make a vigorous effort to resolve the American
issue, all of our domestic problems will be solved smoothly. Therefore,
although our preparation for the military struggle appears to be aimed
at Taiwan, actually it is targeted at the United States, far surpassing
the scope of attacking aircraft carriers and satellites.

Marxism has pointed out: violence is the midwife of a new society.
Therefore, war is the midwife of the birth of the Chinese Century. As
war is coming towards us, I am optimistic about our next generation.
