I. The origin and implications of CCP's 911 Office.
CCP's 911 Office is the directing organization CCP used for dealing
with Zhonggong. Its members are mainly made up of personnel from the
Ministry of Public Security. Since it involves overseas activities,
some personnel from National Security Ministry are also involved.
CCP's 911 Office is the direct subordinate of Jiang Zemin's office.
CCP's 911 Office's predecessor was 110 Office. 110 Office was
prepared at the end of 1994 and came into being in early 1995. 110 is
the fire/emergency number in China. Naming the office specialized in
handling Zhonggong as 110 Office only shows how highly alerted CCP was
about Zhonggong. 110 Office played the major role in the Lantian act in
1995, ordered personally by Jiang Zemin, of drag-netting Zhonggong
leader Zhang Hongbao and Zhonggong cadres. 110 Office also played the
big role in the secret act of searching to arrest Zhang Hongbao
nationwide, collecting information about Zhonggong organization on the
eve of CCP's full scale persecution of Zhonggong in 1999. Since Zhang
Hongbao came to USA, under the direct command of Jiang Zemin, 110
Office had been organizing all sorts of resources to try to intercept
Zhang to enter USA. Later, when Zhang still got to Washington DC, US,
it launched criminal lawsuit, economic entanglement, entrapping in
other countries, etc. When all of those failed, 110 Office proposed new
ways to handle Zhang and Zhonggong, by the end of 2001.
Correspondingly, Zhonggong opted to preserve its essence---its cadres,
in such unavoidable low tides and at the same time, Zhang Hongbao and
his headquarters developed new frontiers overseas. To handle this, 110
Office adopted the suggestions from its agents in US: USA may be able
to grant political asylum, but it cannot protect Zhang from committing
crimes. What that means is, making use of the legal loopholes in
California legal system to frame Zhang with severe crimes, alerting 911
and sent Zhang directly to the prison. Once Zhonggong leader is
imprisoned, it will be an easy deal with US government to extradite
Zhang back to China---which was named as "911 Execution Act" and
the act was carried out by 110 Office. At the same time, 110 Office was
renamed as 911 Office.
What CCP's 911 Office means is, using 911 tragedy in USA to imply
that CCP is vigilant to Zhang Hongbao and his 38 million followers. It
also refers to that this act is to be alerted by calling fire/emergency
number 911.
II. CCP's 911 Office's members
The day-to-day business in 911 Office is managed by Liu Jing, the
deputy Minister of Public Security Ministry. The layer under him is:
office chief's team; overseas special agents/intelligence office,
in-China Zhonggong information office, economic cult office, outward
contact office, etc.
All the personnel of overseas special agents/intelligence office are
stationed in USA. This office reports to two upper layer leaders: one
is to 911 Office, one is to the deputy ambassador of Chinese Embassy in
USA, who is in charge of politics and comprehensive, coordinating job
in overseas environment. The leader of overseas special
agents/intelligence office was at first a CCP special agent, then
entered Zhonggong, then was bought by CCP and defected. The members are
mostly defected Zhonggong members or the CCP special agents who were
the "moles" in Zhonggong. This office is in charge of tailing Zhang
Hongbao and carrying out 911 Execution Act.
In-China Zhonggong information office works through the networking of
Public Security at different levels to collect information about
Zhonggong.
Economic cult office is in charge of shadowing the economic activities
of Zhonggong and Zhang Hongbao's relatives'
III. CCP's 911 Office
The first stage of "911 Execution Act" is "to invite you into the
trap". 911 Execution Act is a huge project, every step needs fine
tuning. First, they tried to attract Zhang Hongbao who lives in
Washington DC to move to L.A. where calling 911 is particularly easy.
Since O.J. Simpson case happened here, the local police and prosecution
are particularly sensitive about violence, esp. if the caller is a
female, the accused can be immediately arrested, and he will defend
himself at court later. Therefore, to attract Zhang to L.A. is a
critical first step. They managed this by making use of somebody
working by the side of Zhang Hongbao.
In November 2002, overseas special agents/intelligence office got hands
on a lawyer in San Francisco who is familiar with California criminal
laws, civil laws, labor compensation laws, immigration laws by sexual
appeal. This lawyer offered extremely useful information. By calling
911, they sent Zhang Hongbao to prison the second time. By then, the
second step of "911 Execution Act" has realized.
The third stage of "911 Execution Act" was originally designed to
exchange "criminals" with US to send Zhang back to China. Yet, the
perfect plan turned out to have a flaw: the person who carried out the
911-calling job had a history of psychiatric symptoms. Right before the
mission was done, high stresses made her old psychiatric symptoms
reappear. Although the order was merely for her to call 911, she
overdid it, on a heavily rainy day. Even though the project was carried
out by way of US policemen---Zhang Hongbao who was in deep meditation
was sent to prison---the whole process had too many flaws. In order to
make up for the flaws, CCP's 911 Office ordered the overseas special
agents/intelligence office to ensure the success of the project at any
price. Therefore, in order to make the 911-calling act look reasonable,
there appeared 5 more serial vexatious lawsuits involving Zhang
Hongbao. At the same time, rumors filled the media, internet. All were
aiming to prove that Zhang was exactly the type they accused him of. At
the same time, they also lobbied very hard at US government departments
and Congress.
During this time, the trading between China and USA made US government
start to review Zhang Hongbao's political asylum and Zhang's lawyer
was officially informed in March 2004. To everyone's surprise, in
April 2004, the second magistrate of Federal court had a unprecedented
decision on a case---the key point is, once a certain person was
allowed to enter USA by Immigration, the Immigration has no right to
expel this person. According to US laws, every case has a certain
consequence in affecting the later similar cases. In another word, the
previous case can be the rule on which the later cases are built. This
way, the effort to extradite Zhang by way of "exchanging criminals"
was thrown into water.
Therefore, there came the acts of attacking Zhang Hongbao in terms of
economics. They closely co-operated with economic cult office under
CCP's 911 Office and managed to swallow all the overseas possessions
of Zhanggong's, at the same time, accuse Zhonggong to be a cult.
Again, surprisingly, a new case in Federal Court made a distinction
between "namely possessions" and "source of possessions",
making it impossible for the greedy people who try to swallow the
possessions entrusted to them and put aside under their names.
These two new cases and the imperfect 911-caller made it like,
somewhere in the universe, there has been a giant hand guiding, helping
Zhang Hongbao, whenever he is in a dilemma.
In February 2005, Zhang Hongbao published his new work, "CCP's
Post-nuclear Super Weapons and Its Geostrategic Goal". This essay hit
right on the head of Chinese national military strategy and the ripples
it caused were spread so wide and so deep that Jiang Zemin couldn't
attend the two Meetings in early March and Jiang had to resort to
pretending being sick, being weak to try to downplay this essay's
effects. In order to completely get rid of Zhang Hongbao, CCP's big
headache, Jiang's office demanded CCP's 911 Office to solve the
problem of Zhang Hongbao. As a result, there had been continual
bombardment of legal, psychological and mass communication wars toward
Zhang Hongbao in USA. They not only lobbied the Chinese Department of
FBI, the Chinese Department of the State Department and Congress, but
also dragged some leaders of certain parties who shouldn't normally
have any conflicts with Zhang Hongbao and human rights lawyers onto the
battlefield with Zhang Hongbao and so started the fifth serial
vexatious cases. At such critical time for Zhang Hongbao, Zhang and his
lawyer used a "Golden cicada sheds its shell" trick---gave up on
small battles and won the big picture---they reached a pre-trial legal
agreement and have the five major accusations removed and let the
prosecutor get the "small offence" as motivation, on the condition
that Zhang Hongbao will not defend himself (not admit guilty, nor
innocent). And t his compromise will be finally judged on October 14th
by a judge.
Zhang Hongbao took any attack with ease and almost completely drowned
911 Execution Act. In desperation, Jiang's office sent out a even
more vicious order---since they can't get Zhang back to China, get
rid of him by all means on the spot in US. Yet, Zhang Hongbao's
informer passed on the message very quickly and Zhang Hongbao made
corresponding arrangement immediately. It looks that the hardest battle
is still waiting. But 911 Execution Act has nevertheless become
history. If CCP's "911 Office" will continue to exist under the
same name, it will only become a sign of failure and evilness and
shame.
