News blackout on Ike: Why?

Here's a video of an ABC news broadcast about the media blackout on Hurricane Ike damage.

Why the blackout? I think it's pretty clear that they are intentionally setting a precedent for blackouts, in preparation for how things will be handled under martial law. There is the additional possibility that they don't want us to see how they respond – or don't respond – to the disaster.
