SOFIA, Bulgaria, April 3 (UPI) - NATO Secretary-General, Javier
Solana, (``have-YEAR sah-LAH-nah'') says (Friday) a proposal by Yugoslav
authorities to hold a referendum on foreign mediation in Kosovo is a
waste of time. Solana, speaking to the media in Bulgaria, says he is
``very negative'' about the proposal.

SOFIA, Bulgaria, April 3 (UPI) - NATO Secretary-General, Javier

Solana, (``have-YEAR sah-LAH-nah'') says a proposal by Yugoslav


authorities to hold a referendum on foreign mediation in Kosovo is a
waste of time.

Solana, speaking to the media in Bulgaria, says he is ``very
negative'' about the proposal.

He said Belgrade's initiative is ``a maneuver that will waste time
and may result in an increased risk of conflict.''

Solana called for the Organization for Security and Cooperation in
Europe to get involved in the crisis without a referendum.

Solana said, ``The OSCE have worked in other places in the past and
have proved their worth.''

The Yugoslav government maintains the problem in Kosovo is an
internal one.

The Kosovo region, which is majority-ethnic Albanian, has struggled
for autonomy from Belgrade.

A recent crackdown by Serbian police left almost 100 people dead,
prompting an international outcry.
