DESC: The contractor shall perform non-personal services in support of
the F-15E Night Vision Goggle (NVG) Tactics Development and Evaluation
(TD&E); Air Combat Command Order 98-510A. The objective of the TD&E is to
evaluate different lighting solutions based on operational effectiveness,
installation and cost. Contractors shall submit a Contractor Statement of
Work (CSOW) for the design, development, fabrication, installation, and
de-installation of lighting modification kits for either or both of the
interior (front and rear cockpits) and the exterior of an F-15E.
Addressing the requirement of the Governments Statement of Objectives
(SOO). The CSOW shall outline the proposed technical approach and pricing
requirements. The CSOW will be subject to approval by the Government Test
Team prior to issuing contracts for the modifications and upon award of
a contract the Contractor will be given the opportunity to conduct
additional engineering surveys on the aircraft. As a goal, each CSOW
shall meetthe following requirements: a twenty-five (25) man hour limit
for the modification and installation of each category; a twelve (12)
hour limit for the reversion back to the original design specifications;
and a forty-eight (48) hour limit for the repair or replacement of all
modified parts. Each solution should be as technically simple and
non-intrusive as possible and by design, should be capable of
installation at the unit level by Air Force personnel. Contractor will be
required to provide installation drawings for safety evaluation, which
include details of hardware mounting and electrical wiring diagrams. The
Air Force reserves the right to decline proposals on any of the
following grounds: incomplete category solution, limited manufacturing
capabilities, historical performance problems, engineering complexity,
and affordability. The Government will contact awardees upon availability
of aircraft for the installation of the modification, and the awardees
will have ten (10) working days to complete the installation of their
modification. RFQ to be issued on or about 13 Apr 98 with a closing date
on or about 15 May 98. Requests for solicitation shall be submitted to

will be accepted. The solicitation will be issued via the Internet
(Http://www.nellis.af.mil/units/99cons). The solicitation and attachments
will be in a Microsoft WORD 6.0 format. The Drawing will be in a
Microsoft PowerPoint format. Contractors interested in receiving the
solicitation must include in your request the solicitation number and
title, your size status, telephone number, fax number, point of contact,
and preference of media. Telephone requests will not be accepted. Any
amendments will be faxed or mailed on a diskette to all contractors on
the Bidders Mailing List. For contractors accessing the solicitation
through the Internet, amendments will be posted on the effected
solicitation page. For Contractors accessing the solicitation over the
Internet, it is their responsibility to check the Internet site daily for
any amendments that are issued. A solicitation package will be available
for review, free of charge, at the contracting office. The solicitation
will be available for downloading and viewing on the internet; reference
the provided site address. Internet registration for the solicitation is
required so that amendment receipt can be tracked. Standard Industrial
Classification Code is 3812 and 750 personnel is the standard for
determining size of concern only. This acquisition is unrestricted. See
