Division, rm...@nswc.navy.mil. The Government intends to purchase on a
sole source basis from Multi Spectral Solutions Inc., 202 Perry Parkway,
Gaithersburg, MD; engineering design and testing of an antenna system
for an ultra wide band (UWB) radar system used in the Hummingbird
unmanned aerial vehicle (UAV). The Government shall also procure
additional engineering and design services for the design and testing of
a UWB radar for the Hummingbird UAV. Upon completion of the design and
testing, two antenna subsystems and two radar subsystems shall be
procured for installation aboard the Hummingbird UAV. The antenna
subsystem and teh UWB radar subsystem will be combined and referred to as
one system. There will be two (2) complete systems procured under this
procurement for NSWC. These ultra wide band obstacle detection systems
are being procured as part of the third phase of a Marine Corps
Warfighting Laboratory effort to develop a prototype autonomous unmanned
helicopter system referred to as the Hummingbird (UAV). The first phase
was concerned with the development of the air vehicle itself, the second
phase evaluated the variety of technologies currently available for
obstacle detection. The third phase shall adapt existing technology,
modified by NSWC to incorporate into their prototype systems. This
requirement is sole source because MSSI was the contractor on an award
through the NAVAIR Joint Project Office in approximately 1994 for the
development of an obstacle detection system under a Small Business
innovative research program. The name of the system developed previously
is the "short pulse radar altimeter and obstacle avoidance system." NSWC
plans to utilize the existing technology modified to their application.
The system specifications set forth shall be met under this procurement:
(1) The sensor system shall weigh five (5) pounds or less; (2) It shall
be no larger than 150 cubic inches; (3) It shall be able to scan three
(3) or more sectors for obstacles; (5) It shall consume less than 1.0
amps at plus 12 to plus 24 volts; (6)It shall be able to detect objects
in any lighting conditions, i.e. day or night; (7) It shall have a
horizontal angular resolution of 10 degrees or less; (8) It shall scan
the forward quandrant in a sector or plus or minus 30 degrees or larger;
(9) It shall have antenna dimensions no larger than 2.0 feet
horizontally; (10) It shall cost no more than $10,000 per unit; first
sensor system shall be delivered on or before 5 months after award of a
contract, the second unit shall be delivered 7 months after award of a
contract. (Approximately delivery: 17 Sept 1998 and 17 Nov 1998). Award
is to be made under Simplified Acquisition Procedures. Appropriate SIC
Code is 8711 ($2.5 MIL). All responsible sources shall provide technical
information and expertise along with their proposals to the attention of

solicitation as a result of this notice because all pertinent information
is contained in this notice. This procurement shall be awarded on an all
or none basis. The items shall be shipped FOB Destination to the address
above. Closing date of this synopsis shall be 13 April 1998. Award
