How Apple's "Trojan horse" could get EVERYONE who uses it in trouble

Mary Ravetti's piece about the Apple update serving as a COVID-19
"Trojan horse" prompted this response from Dick Atlee, who had
sent the Apple document out to his list: 

Mark Crispin Miller passed this along. It references the Apple document 
I referenced in yesterday's email. What it fails to mention is that the 
Bluetooth method of estimating distances is so plagued with uncertainty 
that whether you get dragged into the dragnet or not is kind of a crap shoot.

From the Apple document:

"To approximate distance, the system compares the Bluetooth signal strength
between the two devices in contact. The closer the devices are, the higher
the signal strength recorded. This signal strength can vary significantly
based on factors like how the device is being held and as such this only
provides an estimate of distance."
