The next time you're outside somewhere in New York State, and there's nobody
near you, but some eager snitch, or over-zealous cop, demands that you put on
your mask, tell them you're obeying the governor's order.

Here is the Executive Order. It requires that masks be worn outside, only when social 
distancing is not possible. The masks is not required by law, unless you're in some
crowded place. 

They are required in stores, and on subways and buses. (I've taken public transportation,
wearing the mask when entering, but taking it off when there are only two or three
other people there.)

Continuing Temporary Suspension and Modification of Laws Relating to the Disaster Emergency

The relevant section:

Effective at 8 p.m. on Friday, April 17, 2020 any individual who is over age two and able to 
medically tolerate a face-covering shall be required to cover their nose and mouth with a 
mask or cloth face-covering when in a public place and unable to maintain, or when not 
maintaining, social distance
