Ctlinnd error

I have installed INN 1.5.1 but find that the CTLINND seems not
working, with the following errors if run as perl script. If run as sh
script, it will display unreadable characters. And it seems can't run
directly. What happen? Is my copy of ctlinnd corrupted. I've tried to
re-compiled varies times and still the same. Any help on how to get
this to work? or can anyone send me a copy that will work on FreeBSD?

I assume you have a good reason to run a binary through Perl?
