I had the same problem on one of our French news servers.

I couldn't find a way to fix it, nor what the problem was, so upgraded
their inn to a more recent one. I just assumed BSD/OS's one was
broken. Not had a problem since. You don't need to lose your history
files nor your news spool.
Download and compile inn, but don't install it while the previous is
still running. Shutdown the old, backup your config files and install.
In theory you can get away with less than 10 minutes of downtime, make
that an hour if you've never done it before.
You have to check it doesn't install the example configs over yours,
or if it does, you copy your backups back, checking that there's no
obvious changes to them.
I'd go for inn-1.5.1 from ftp://ftp.vix.com/pub/inn/
