INN connects to upstream site but offers 0 articles?

One of my downstream sites is using INN with an NNTP feed. He gets articles
from my system fine, but outgoing articles from him never show up here. Both
his and our logs show that he connects to us but never offers us any articles.
I've attached his message (which he's asked me to post here as I'm not famil-
iar with INN) below. If you respond via email, please respond to him at the
address in his message, not to me. Oh, and one other thing - to clear up some
confusion in the logs below, our system is known as news.new-york.net for IP
purposes, but puts spcuna in the path for historical reasons.

Okay, I went through everything, things look perfect but I am still not
sending the articles properly, here is an example of a run through:

One of my upstream feeds indicated that the problem when we had similar
behavior was that the first article message-id listed in the batch file
for my host was bad (either missing or corrupt) and nntpsend would barf
and quit.

Often there is also the problem, that the first line in the site.work
file for innxmit is corrupt or points to an article innxmit refuses to
deal with.

He probably has "Wfb" in the newsfeeds entry for you when he should have
"Wnm"
