How can open this NNTP address starting with "news://"?

You seem to be using Forté Agent. It is a very versatile newsreader, and
although I do not exactly remember its features, I would be somewhat
surprised if it did not understand the format you mention.
I wonder whether the problem in your case might lie with the fact that the
particular article you request does not exist, rather than with the URI
format.

That message was originally posted to the secnews.netscape.com news server
and its group netscape.public.mozilla.jseng is currently carried on the
news.mozilla.org server, but the moz server doesn't archive the messages
that far back, and the netscape server doesn't have it (anymore) either.

A few years ago, early Thunderbird versions even suffered from a security
vulnerability in their support for news URIs, so I guess that said support
likely exists. I am not familiar with its exact implementation though
(although it would probably be easy to look up in the code).
However, looking closer at the URI presented by Kangkook...
news://news.mozilla.org:119/a7o6cb$k4...@ripley.netscape.com
.... I notice that it does not actually conform to the specification for
the "news URL scheme" as presented in RFC 1738. Since the URI includes a
host, an nntp URI should probably be used instead:
nntp://news.mozilla.org:119/a7o6cb$k4...@ripley.netscape.com
In addition to being location-independent, the news URI scheme also has a
slightly different syntax compared to its nntp counterpart. The following
should, therefore, work, provided the article is available locally:
news:a7o6cb$k4...@ripley.netscape.com

As long as we are working on this topic, OE which has a myriad of
deficiencies, can handle two of these formats.
As to the long version; it cannot handle any with the port 119 included
in the path, and it cannot handle the nntp:// version of the long format,
but it can handle the news:// version. <But not in this case since the
item isn't on the moz server.>
Actually OE calls on IE which calls on OE, which seems a little bizarre to
me.

OE configures one newsserver account to be the default account. If the
item is on that newsserver, the short form above works.
Because of all of these unpredictabilities among newsreaders of fetching
by mid, the last time we talked about this subject in
news.software.readers, I believe that I decided that if I were going to
give someone a link to an article that I would use a GG link rather than a
news/mid link.
.... but I /was/ glad to find the Tbird addon that facilitated so many
different formats for that reader.
