You have posted your question in a usenet newsgroup, which has nothing
whatever to do with Google - but is one of a great many usenet newsgroups
which Google have archived and allow people to post to using their own web
forum interface.
Your question seems to be about one of Google's own web forums, not about
usenet which is the purpose of this newsgroup.
If you mean that you want to post to
<https://groups.google.com/group/google-groups-basics/topics?gvc=2> I think
the announcement at the top of the first page explains why you can't:
"You cannot post messages because this group is only available as
an archive."
