Frank -- I believe you were given the wrong information.
While you are able to get Win3.1/95 drivers for almost all LaserWriters
by going to
http://support.info.apple.com/ftp/swhome.html
and following DOS-Windows -> Printing
you would find that all of the available drivers are PostScript drivers.
The IISC was a QuickDraw printer. This means that you'll need a Win 3.1
driver that renders using the Quickdraw imaging model instead. It's
doubtful that such a driver exists.
If you look in the back of MacWorld magazine, you'll find a lot of
refurbished/used parts houses. You might be able to find a II NT/NTX
board to put in the SC, get a cable, and then you could pick up the
driver from Apple support and have a PostScript printer instead. But...I
wouldn't pay very much for the board as refurbished NTs are going for
$199, or less.
If you have more questions while you're figuring out what to do, go to
the appropriate newsgroup where you'll find people familiar with
cross-platform/interfacing issues. In this case, I used

'laserwriter' as search terms. This revealed,
