RATIONALE: soc.culture.punjab.moderated
The Punjabi community worldwide numbers more than 110 million. There
is a strong need on the usenet to have a newsgroup devoted to
discussing issues of interest to Punjabis everywhere. An unmoderated
newsgroup soc.culture.punjab (SCP) exists but ever since its creation
in September 1994, signal to noise ratio on SCP has been hopelessly
bad. soc.culture.punjab has been infested by reckless cross-posting
from almost all newsgroups related to South Asia, and occasional
crossposting from numerous other newsgroups.
Moderating soc.culture.punjab will result in unmanageable load of
heated debates upon moderators. Therefore, a new newsgroup
soc.culture.punjab.moderated is proposed.
Moderated newsgroup soc.culture.punjab.moderated is envisioned as a
newsgroup devoted to serious and informative discussions about Punjab
and its cultural heritage. It is hoped that with a panel of
moderators, the newsgroup quality will be better than that of
soc.culture.punjab.

disussing issues relevant to Punjab, its culture, its language, its
people and its history in a moderated environment. Political
discussions about Punjab as a part of India or Pakistan will be
discouraged given the availability of more relevant newsgroups
soc.culture.pakistan, soc.culture.indian and soc.culture.punjab. The
postings to be carried by soc.culture.punjab.moderated must be of
interest to both Indian and Pakistani Punjabis. Moreover, debates
about religion will also be discouraged, given the presence of
soc.religion.hinduism, soc.religion.islam, soc.religion.sikhism and

discussions about development of religion in Punjab will be
acceptable. Articles and discussions about the Punjabi diaspora and
informative articles about Punjabi culture around the globe will be
accepted.

free from verbal abuse and personal attacks. Article content will be
the sole criterion of judgement. Authorship will not be a criterion
for any decisions.

Yes. I support such a group and those who incite people in the name
of religion should be barred. People like Rajwinder Singh, who is
the noderator of the Soc. SIKHISM speaks non-sense and full of the
sectarian tune whereas in his own NG, he would not tolerate people
like me who try to rectify their views in humbleness. Most importnat
is this that this Rajwinder Singh claims to be a Jat of high class,
but what comes out of his mouth is all KAMINAA not worthy of a Jat.
We should if possible form a Jat NG that should cover all Jats from
the United Panjab but that will not be tolerated by the Lalas. Never
mind, but keep your surnames at the end of names for identification a
I and you do.

Given that this proposal concerns a moderated soc.culture.* group for a
South Asian region, there's next to no chance that the debate won't focus
on this section of the RFD. I don't know the net presence of these three
individuals, but note the pleasant surprises their surnames offer.
That said, it would be desirable to have an explicit provision for the
replacement of moderators, partly because such a provision would establish
clearly whether or not this diversity of the panel is expected to last.
This is *very* pleasingly blunt. The only thing I'm not crazy about is
that it doesn't explicitly address cross-posting. However, *if* the
moderators in fact enforce the charter with care, that won't matter much.
On the whole, this RFD has previous soc.culture.* RFDs I've read whupped
for sheer competence, with the notable exception of the current proposal
for soc.culture.african.american.moderated. I look forward to this debate.

I am not interested in the newsgroup or the usual voting controversies -- but
is there an anomaly above? (I did not check every name on the invalidated
list against the other categories -- this name caught my attention as I
know someone of that name.)

As each vote was invalidated, I sent an email to that address informing
them of the reason, and requesting that they obtain a legitimate copy
of the CFV and vote again. Some did so. I should have deleted each
multiple occurence of names (that is, once under Yes or No and once
under invalid), but I did miss (at least) one duplicate.

Some votes are invalidated for technical reasons - they forgot to
actually put in their vote, or they deleted something the vote tabulating
software needed to count their vote. In those cases, the software
sends an error mesage to the voter, telling them the error and asking
them to vote again, but if they don't then their vote is invalid.
The other class of invalid votes deals with email solicitation. The
CFV is supposed to be obtained by the voter from Usenet, from the votetaker,
or from the votetaker's posting to a mailing list. Unfortunately, it is a
regular occurence that individuals on either side of a vote will email the
CFV (or sometimes just the ballot portion) to a bunch of people they want
to have help them stuff the ballot box. This is not allowed. Any vote
that is based on such an emailed CFV (or portion thereof) is thrown out,
and a note sent to the voter asking them to get a legitimate copy of the CFV
and vote again. (Some do, and those votes are counted normally.)

RATIONALE: soc.culture.galiza
There is a strong feeling in the Galician community spread all over the
world for the need of a forum where they, and other people, can exchange
information about Galicia, her culture, and the future development of the
country. Although there are presently some mailing lists which have as
discussion topics the Galician language and culture, there is currently no
newsgroup with which Galicians abroad can keep a link with their homeland
for discussing Galician topics in a broad sense. Those discussions would
not be appropriate in a general newsgroup, such as soc.culture.spain,
especially if they are made using Galician, which most Spaniards will not
fully understand. Discussions would take place mainly in Galician,
resorting to Portuguese, English or Spanish if this is needed for a
complete understanding.
A note on the name: "Galiza" was chosen in preference to "Galicia", after
extensive consultations with group-advice and group-mentors, in order to
avoid confusion with the Galicia in Poland.

The newsgroup soc.culture.galiza is intended for discussion of topics
related to Galicia, Iberian Peninsula: history, current affairs,
future political and economic development, culture and traditions,
language, and relationships with other countries.
