Just post an article in news.groups and add these special headers:

You obviously don't remember the way certain proponents were able to 'tip'
groups over the edge with subtle and almost undetectable targeted advertising
based on their inside information about the vote. That's why the UVV was
created in the first place... I ran quite a few votes before that as a
neutral third party while the more formal (I would say overly so) UVV mechanism
was being developed.
Trusted third parties running votes, even if they're not UVV, is a good
thing. Proponents, however, aren't.

]Each of these postings would have resulted in from one to ten copies
]being mailed back to the two victims by various test group
]autoresponders. Effectively, ask...@microsoft.com and in...@vatican.va
]would have received between 41 and 410 pieces of mail, totalling
]anywhere from 2 to 20 megabytes.

]Furthermore, given the wide cross-posting of each of the articles, the
]victims would have also received a fair amount of irate email from
]people who read those groups.

]Over the past few days I've seen a few more of this type of forged

Chances are pretty good that the two people whom you like aren't going to
be enough to get anything through the CFV process. I'm not exactly Mother
Teresa myself, but I don't think I've ever seen anyone else (with the
exception of an undergrad at University of Northern Iowa) waste so much
vitriol making ad hominem attacks on people who expressed politely that
they agreed with my aims, but disagreed with my tactics.

appropriate if numbered ballots were used. Right now, any proponent can e-mail
10,000 people and say: "Please e-mail vot...@foo.fi and say: I vote YES on
my.favorite.newsgroup", and a few hundred would do this without questioning.

I no longer work on the "construction" of the Pohang Light Source
because it is complete (as of Oct '94). I do, however, still work at
the same laboratory. No one ever contacted Postech concerning my

Dr. Vulis does know whereof he speaks: he tried a similar tactic with
soc.religion.paganism.
He added a couple of original variations to the theme, of course: he
wanted
people to vote NO on the UVV (but since he wanted them to vote against the
UVV
the CFV as a whole wasn't pertinent to his demand so he disincluded it -
though
he *did* include his own filled-out ballot), and instead of emailing his
completed
ballots to individuals he crossposted them to entire hierarchies wholly
inappropriate
to the topic of srp in the hope that public indignation might accomplish
for
him that which he was unable to do for himself - kill the fledgling group.
He never did explain, though, how he expected that to damage the UVV.
But he does know exactly how to create the havoc he is now warning against.

There are no times when a preponent can run a vote, because any
reasonable proponent realizes that a vote must not only *be* honest,
it must *appear* honest. This is true in the case of a relatively
uncontested vote, and doubly true in the case of a contentious vote.
I would rather have some standard software for counting votes which
could be installed on any reasonable machine, but mailers being what
they are it takes a human to bereally sure what a vote means (okay,
humans can't follow simple directions, either).

Absolutely. The UVV was intended as a pool of neutral parties to
take votes, not as a group with magical powers granted by anyone in
particular. I'm sure it would take only a brief posting to get more
people to do it, but the selection would always be argued by those
who can't believe that people who follow the rules aren't going to
break the current rules to avoid having new ones.
People who would cheat themselves have a hard time believing anyone
who doesn't agree with them is honest ;-)

We manage to elect governments by allowing people to decide how much
research goes into their vote. You would never get agreement to let
"someone" choose the voters, not grom most of the net, and certainly
not from the people who run the systems.

No, and I can't see how that could be, since most votes run in
hundreds or thousands of votes, and a program can sort the votes
into YES, NO, and "needs a human on this one." Peter ran some STV
things and multiway votes which may have required more human
intervention, but in general running a vote should take nothing more
than a small computer, a few hours, and a bit of integrety.

People who have no interest in the particular newsgroup (e.g. the folks
who automatically vote NO or YES on every proposal or every (un)moderated
proposal) are subverting the process and really ought not to vote.
We have the technical means to make reading the CFV a requirement for voting.

Are you a clueless newbie, an idiot, a liar, or all of the above?
Pidor da Syphilis ran his STV votes about the time I first killfiled him,
'87 or '88. The UVVs were (illegally) given the monopoly on newsgroup
creation votes in '93. The vote backlog due to shortage of votetakers
is in '96 (now). You either have no idea what you're talking about,
or are intentionally trying to confuse the issues.
I'd love to see Tim Skirvin or even Russ Alberry set up UseVote and
run some votes. I've set up UseVote. It's easy. Anybody can do it.

Learn to use AltaVista or DejaNews. If you don't see what gets posted to
news.groups, it's entirely your problem.
