RFD: Milwaukee CleanupBot eligible for 'yes' in The NoCeM Registry?

Under present circumstances, no recognition should be given to the
Milwaukee cleanupbot.

We can't give you much evidence because the current affairs and
particularly the cleanup.bot are being run as secret operations.

Repeated requests have been made for the names of participating ISPs
and the names of participating usenet administrators, but we've only
been given two: ExecPC and its Joe Greco, and UWM and one person at
UWM (U of Wisconsin-Milwaukee).

It's claimed by the above that "all" major ISPs in Milwaukee have
authorized them to do what they're doing, but they give no names to
allow verification.

Furthermore, at least one major usenet facility in Milwaukee,
alpha.net, has NOT implemented the new milw.* newsgroups, suggesting
that it is not participating.

Also, this coup has been carried out without regard to the "target
audience." It has been repeatedly stated by Joe Greco and others that
usenet is a matter of "private property" of those operating the news
servers, and that they are free to do what they choose without regard
to what the "target audience" thinks. (Messages can be supplied to
you, though you could also search for them yourself on milw.general
and in nanau.)

There was absolutely no public discussion of the charters and
cancelling activity in milw.general. It was first presented to the
"target audience" on 11/4 as fait accompli. On short notice, that very
same day, warnings (some extremely rude) were sent to posters, using
phrases such as "this is warning one of one" and "get out of
milw.general and stay out." Others, such as me, had messages cancelled
without any advance warning whatever. Those who have been critical
have been put on the automatic cancel list of the cancelbot, so they
have no way to start a discussion of the topic with the "target
audience." I have been particularly critical of Mr. Joe Greco, and
perhaps for that reason have been given "special treatment" of having
my messages cancelled without any warning. Others, on the other hand,
such as Mr. Todd Zabel, have made repeated postings of off topic
material over a number of days without any apparent action being
taken. In another case a poster to a particular thread had his message
cancelled, while the message to which he was replying was allowed to
remain, possibly because the allowed message was from an officer of
ExecPC, Mr. Greco's employer.

While there have been a few public messages endorsing the "cleanup" of
milw.general, no statistical inference can be drawn, because those who
object to what is happening are cancelled, and therefore their
objections never appear.

It's impossible for the "target audience" to discuss the current
situation. People who try are WARNED that they are off topic for
milw.general, and are directed to milw.config. The trouble is that
many news servers still do not carry milw.config and the other alleged
new groups in the hierarchy. Therefore, debate is essentially closed
off. Those who try to continue discussing the situation in
milw.general are turned over to the cleanup.bot and have all their
messages cancelled before any discussion is possible. Although the
coup occurred 11/4, as of today, 11/22, one of the largest news
servers in Milwaukee, alpha.net, still doesn't have milw.config or any
of the other new newsgroups. The major ISPs such as AOL don't have
those groups either, I'm told, and therefore huge numbers of Milwaukee
area internet users are unable to discuss the issue.

The cleanupbot certainly doesn't deserve any consideration.

It was definitely NOT voted on. There was NO config group for the
milw.* hierarchy. There is one now, but it is inaccessible to many
people whose news servers don't carry it..

I just did a Deja News search of milw.config. I found only TWO
messages there, both posts of the charter, one done 11/4, and the
second done 11/18. No sign of any discussion or vote, not even by the
conspirators, and much less by us readers.
