Please Help Us!!!

Until last month, our relay server was open relay.
I can't help but leaving the server that time, because some mail problem
caused by our customer.
But, Since this month it closed perfectly, so safe from "SPAM Sender".

But, I found our relay server was listed on the "mail-abuse.net" RRS lists.
So, as soon as I found it, I send a mail them to remove it and they removed
as soon as got my e-mail, on Feb. 1th.

The problem started friday last week.
Some ISPs consulted the old spammers list from mail-abuse.net, and they
blocked our relay's IP address on their whole internet paths, not mail servers.

It caused very serious problem.
Our customers can't send or get any e-mail through such ISPs internet path.

How can I find another "unknown" ISPs who blocked our relay's IP address?
And, what is the contact point of this address;

ATM2-0-0.BR2.pao1.ALTER.NET (137.39.23.189)

I tried to getting the mail server of my customer with "traceroute" on the relay server.
It told me above address blocking our relay server.

Please help me!
It's very serious situation for our business.
We're kinda big company which has 50 sister companies.
We got 250,000 employees and huge customers on all over the world.
If 1% of them get an effect, 2,500 employees and numerous customers
will have a problem, and right this time they got a problem.

Please help me.
Any one know the contact point of above address?
(using the whois service, I found this company ---> uu.net. but I can't get the
contact point, eg. e-mail address of concerned person.)
