[openProxies] Block requests from open proxies

I wrote a Perl module that can be used to block HTTP requests from open
proxies on the fly.

The intended purpose is to prevent bogus form submissions. Looking at
the log of blocked requests so far, it seems to be very effective.

I would appreciate your comments on this approach to deal with abuse of
web forms.
