This listing first showed up on 2 November 2003. It sounds to me like you
kept taking their money for as long as they would keep paying, and once
they stopped (because the address space is no longer any good), you just
expect things to go back to normal (until the next spammer comes along
willing to pay you for spammer support).

address? What changes have you made to ensure that abuse complaints
will be handled decisively and expeditiously?

How long was the spammer allowed to remain on your network? And which
party ended the business relationship? You or them?
If they are indeed gone, SPEWS will automatically figure that over time
as no spam comes from that network in the future, and no other services
are detected in that network. But if you come clean and admit all your
failures and errors, with apology, I'd bet the listing will go away even
faster (it has happened many times, though generally only once per ISP).
Be sure the lesson you learned sticks.

I'm not SPEWS, but from what I've seen they're not the trusting sorts;
the more information you supply, the more likely that they will delist
you quickly. That's why it's a good idea to be explicit about
termination of customers and changes to procedures. I note that you
did not answer my question
What changes have you made to ensure that abuse complaints will be
handled decisively and expeditiously?
Since the typical SPEWS listing is the result of not acting on
complaints, I would expect SPEWS to want assurance that things have
changed. My guess is that even without the answer they will delist you
if you stay clean for 6 months, but ICBW.

I'm not saying you did that, but it is the case that many who have come
here before you really have, and their words were a lot like that. Once
you have terminated a customer, why would you care to see if they get
other hosting or not? So it raises much suspicion. That suspicion will
likely end up leaving the normal timed automatic expirations to take
place, which could take as long the spammer was hosted.

If you can state exact dates, it can help:
When did the customer start using your service?
When were you made aware the customer was spamming?
By what information source did you learn of this?
When was the service to the customer shut off?
When did you discover they had other hosting?
