OK, so I'm going to echo what the moderators have been saying:
This is not a removal request list/group/queue. Find the
website or contact address for the blocklist that is affecting
you and follow their instructions.
Regardless, if you want to discuss the problem that got you
into the blocklist, then you will have to tell us WHICH BLOCKLIST
has you listed. No one can tell who you are asking, not even
the blocklist that has you listed. So provide more information.
Next, be prepared for making changes to your operations and
policies. There is a good chance you are listed because you
were somehow involved in the delivery of spam. If you are not
in a position to make those changes (e.g. if you are not the
administrator of your mail server), then I suggest you ask
your mail or system admin to discuss the matter here.

I am not SPEWS. Any suggestions regarding SPEWS are merely from
observation of SPEWS records and its FAQs.

This IP belongs to TurkTelekom. That company can't (or don't want to)
handle spam sent from their net. Until they stop spam sent from
TurkTelekom IPs, not only this IP but all other TurkTelekom IPs should
be blocked, in my opinion. Please inform TurkTelekom they have a spam
problem preventing you and other customers to get their mail accepted
outside Turkey.

(14 listings, 4 of those "ROKSO" listings).
When those 14 listings are handled by TurkTelekom (and so removed),
please take contact with the list still blocking you and tell them
situation has changed at TurkTelekom.

There is no "the ip blacklist"; there are independent block lists run
by independent organizations; you need to follow the specific
procedures for the list that you are on. This isn't a removal queue
for any of them, simply a news group in which you can discuss issues
or request help in interpreting a listing. Please include the list,
record and domain name/IP address in your subject.

We (TINW) can't do that. If, as seems likely, it is TurkTelecom that
is listed rather than you, then you won't be able to get TT delisted;
all that you can do is to ask them to clean up their network. If it
turns out that you are listed then you'll have to fix whatever issues
there are and then follow the removal procedures for the lists that
you are on, but you may still have problems after that because of
providers blocking TT.
