There isn't much you can do, except complain to Golden Lines.

shows they have over 11,000 ip addresses sending spam to the
uceprotect spamtraps.
I'd find a different isp to use, for sending email.

That is a wise choice, because it would be a waste of money to expressdelist
your ISP's AS 9116

As you can see the have at this time about 4,5 times the Level 1 listings,
which are needed to trigger Level 3.
Assuming the same quantity of spam continiues, they would again join Level 3
within less than 2 days after an expressdelisting , so be warned and please
*DO NOT EXPRESSDELIST*.
Following solutions are coming to my mind:
1. Get a real provider with an working abuse department.
(Be sure you lookup their ASN before signing up for an contract)
or
2. Get a cheap server in a small and clean datacenter outside of your
provider's netspace and smarthost your mails there.
or
3. Register your IP at http://www.whitelisted.org.

all of whom use UCEPROTECT.

I'm not sure that you can without lying; don't they ask you to fix the
problem first? For that matter, don't they require that the payment come
from the listed party? Claus?
Your provider has done immense damage to Israel's reputation on the
Internet; I suggest that you switch.

Who blocks you? Can you present bounces or log entries?
Lists like UCEPROTECT-3 are not (IMHO) intended for use without
white-listing. Is the specific recipient interested in white-listing
you at his/her server? NO => do not waste my time.
Do not make UCEPROTECT-3 APEWS-L2 bis => a lot of concern about being
listed/blocked with hardly any reports of "real world" bounces.
