No, they only nuke IX'ers that spam.

Two weeks ago I mailed them (and CC'd Peter Sand) about a MOTEL they
were providing virtual domain services to. [The motel is in PA.]

Last night I got another spam from them -- it appears the guy who
did their web pages is doing the spamming, and his phone number is
exactly the same as theirs.

As usual, if you pay Netcom enough, they let you spam.
