NetNews Moderator's Handbook

Hi all,

One of my current projects is to re-edit and publish Kent Landfield's
NetNews Moderator's Handbook. I did receive his permission to do this.

I've begun by converting the html to markdown as a format that is easy
to edit and can be easily converted to any other format. Most of the
work entails fixing the formatting issues, omitting information that is
personal or completely outdated and making any updates as needed. The
reason that I started this is because I'm also working on updating
documentation for STUMP/WebSTUMP. I thought being able to give
potential mods a good resource to go to in addition to being able to
set up the software would be useful.
