Why userChrome.css doesn't apply to JumpStart page?

to New Tab JumpStart
I think JumpStart page (chrome://jumpstart/content/tabView.xul) should
see changes when I modify userChrome.css.
I wrote this (hope it will remove them from toolbar):
.toolbarbutton-icon, .toolbarbutton-menu-dropmarker {display: none !
important;}

Honestly, I never tried it. I'll try it and see why it's not behaving
as expected
