Historic events in New Mormon History on 12/4
1907: The First Presidency and Twelve agree to immediately release Presiding Bishop William B. Preston because he has "been for some time past mentally incapable of attending to the duties of his office." He is the first general authority to be released due to mental illness.

1959: The Budget Committee reports that the church spent $8 million more than its revenues that year. As a result the church stops releasing annual reports of expenditures. Counselor J. Reuben Clark opposes deficit-spending and wants complete financial disclosure of deficits to the public but is now powerless to change the direction of church finances. By the end of 1962 the church is deficit-spending $32 million annually. This is the first factor that leads to the censure of first counselor Henry D. Moyle in 1963.

1961: The establishment of the language-training program known as the Language Training Mission (LTM) at Brigham Young University. Originally for Spanish, it expands in 1963 to all Spanish-speaking and Portuguese-speaking missions and in 1964 to German-speaking. In 1968 the LTM expands to sixteen languages, with branches at Ricks College for Dutch and Scandinavian languages and at the Church College of Hawaii for Polynesian and Asian languages. In visiting missions general authorities find the LTM graduate to be more disciplined than other missionaries, who have received only one week's orientation and training at the Salt Lake Missionary Home since 1925.
