Is Modi/BJP economically liberal?

In a recent posting

I had opined:

I think that independent of the philosophical discussions, there is clearly a need for investing and implementing
required infrastructure projects - thinking long-term about education and health - instead of just passing bills
with the words "Right to" in front of them. Reforms are indeed needed in order to fund these projects at the very
least - and even if Modi is able to achieve the required reforms to allow for large investments it should be more than
enough.

List of what needs be fixed is not disputed by anyone.
Clearly there is desperate need for change and all of India is pinning their hopes on Modi who most likely may have to govern with a coalition government. Let's see what BJP manifesto reveals today in terms of how they will create jobs and economic growth for its masses.
Question in my mind is we don't have any clear idea how Modi plans to deliver to India's newly empowered and disgruntled 'Janta'
