to NEW 500 KHZ NETWORK

Dear Fritz and Glenn,
dear friends of maritime radio history
In Germany our responsible ministry started preparation for WRC-2011.
It
established three working groups under the authority of the Fedral
Network
Agency, which is responsible also for the radio spectrum management.
The
30 agenda items of the provisional WRC-2011-agenda were grouped into
three blocks and will be dealt with by the three working groups. The
working
group No. 2 to handle also WRC-2011 agenda item 1.23 (amateur
allocation
somewhere between 415 and 526,5 kHz) had it`s first meeting on 5th of
May. We the lobbying group 500 kHz of our Maritime Radio Operator
Association ("Seefunkkameradschaft") is going to participate.
Our efforts towards a certain recognition of the 500 kHz heritage
during
preparation for WRC-2007 failed to a grait extent. Now we are of the
opinion
that our common goal in this direction realistically can only be
achieved under
the umbrella of the amateur radio service. Therefore we reached a
mutual
agreement with the German Round Table for amateur radio matters and
within
that especially with the "Deutscher Amateur-Radio-Club", which is the
German
member in IARU. In the agreement which is laid down in written form,
basically
it is expressed, that both fields of interests (amateur radio and
maritime radio
heritage 500 kHz) very well can work together. Both parties explain
their
willingness, to support each other`s interests. The paper of the
mutual
understanding between our two groups will be handed over to the
chairman of
the nationl working group 2 for the preparation of WRC-2011.
We recommend also to you, to continue the efforts for a permanent
activity
towards a certain memorial usage on a medium wave band by
provisionally
adding "radio history" to the terms of definition of the amateur radio
service.
The official amendment of ITU RR definition No. 1.56 should be a
medium to
long term task and it should also be discussed by IARU (Region 1
Conference
is scheduled for autumne of this year).
After the first meeting of our national working group 2 (fifth of May)
we will
report again to you. But we are a bit concerned how we and you should
proceed
on the international level to foster our common idea. What do you
suggest?
