Governance Policies - How to analysis

I would strongly suggest that each candidate, incumbant and the
public, parents and students call up the Governance Policies on www.ccsd.net.

1 Print them all out and put in a 3 ring binder
2 At the bottom of each Governance Policy are Revision dates
3. Review each of the revisions dates and use the:
Who-what-when-where-how and WHY
4. Circle words like: Could, Should, May. These words mean they DO
NOT have to follow these policies. It is a suggestion. (A legal trick
aka loop hole)
5. Write down the Pro's and Con's of each on who is responsible for
the Policy, Who it was allocated to (Which Dept and Director), why it
was allocated, who monitors it now, who holds the information
accountable, etc. etc.
6. Record all problems that have occurred concerning these
Governance Policies that are under the District and what affect it had
on others, and budgets, and most of all the well being of the Kids.
7 From there look carefully at what YOU would do for each Governance
Policy that you want to stop the District from doing and the CCSD
Board time and accuracy and wualifications of doing it yourselves
selves and/or with an outside Committee.
8, Now take a look at the Qualifications of each Board Member and see
if this is really feasible with the experience or lack of experience
the Board has in any area.
9. If the Trustee Board is considering a "Cabinet" that is both
inside and outside the CCSD School district - what qualifications are
you looking for for each Policy in your "Cabinet".
10. If you have just "Outsiders" to be on the "Cabinet" would they
have the authority to freely investigate ALL the Documents in the
School District concerning their assignment?
11. If the District says no - they cannot investigate all documents -
what would you do?
12. Check with the Board Attorney on the changes you want to make to
make sure it is legal.
13. What would you do if the District legally fights you on "giving
back to the Trustees" what was delegated to them".
14. What Monitoring and Accountable policy and procedures would you
impliment with each of the Governance Policies that the School Board
has?

#10 - This has happened with the Audit Committee where the Audit
Committee was "denied access" to the accounting files they needed to
complete their Audit by the District. The Audit committee did not
file a complaint on this nor gain access to the Accounting Files.
Their audit was incomplete and they stated so at the Audit Committee
and Trustees meeting.

I do not want to keep this Governance Policy as it stands. I either want it torn up and different policies put in place. What happened ten years ago when there was no Governance Policy. What in the world is going on hear?

Hi Rose
You make a good point abut the individual policies.
I would also add that anyone should take a look at what policies are
actually followed because Trustees regularly ignore their own
policies. See my youtube below

The Teachers union is strongly for PG because they think that it keeps
Trustees from interfering with teacher and staff discipline issues. I
have personally known of Janison and Edwards regularly going beyond
the bounds of PG and who is going to stop them? They own the school
district police, lawyers and investigators and the AG has indicated
strongly that the AG's office will do nothing about the Trustees
flagrant lawbreaking regarding open meetings law and public records
violations.
