Trustee Moulton demeans and embarasses the Mental Retarded and their parents.

Shirley Moulton made a comment that shows her ignorance on anything
concerning the Severely Handicapped- Mentally Retarded or any Speical
Needs Child's disability. She wants to appeal the decison of Arnie
Duncan, who want ALL students to take the tests and include it in the
AYP. She does not want special needs kids to take these tests which
brings down the AYP scores.

Who in the Hell does she think she is! Are our Special Needs kids not
worth being tested on what they learned (or did not learn in school).
Principals have told kids to "Stay Home" during the time the tests are
being taken.....One principals comment is that it would be too
stressful for them. And this Principal admtted this during a Due
Process Case of which is on record. This student that was told to
stay home is graduating a year ahead of himself.

A quick story to show how ignorant schools are about the Special Needs
Kids are.....One of my kids clients was told that she would never been
able to succed - she was mentally retarded. In a Wheel Chair, fingers
and arms bent out of shape, can't undertand her when she
speaks.....plus so much more. She needs a one-on-one aid all the time
including taking care of her Personal Needs in the Ladies room.

So when I walked in and asked for certain evalautions done I found
that she was extremely smart. I got her a private tutor who worked
with her 3 days a week. Speech Therapist to work with her
speech...tons of Assistive Technology and more. So here we have a
high school student that the school says in "Severely Mentally
Retarded" - Well - she graduated WITH HONORS, a white cord adorned her
graduation gown and she got a standing ovation when she received her
diploma.

This is not the first time I have come across a school and district
stating the student is Severely Mentally Retarded and just let them
fall through the cracks.

So, Thank God, Moulton is leaving, because I would fight her ever inch
of the way if she had decided she would declare anyone Severely
Mentally retarded.

Not one trustee on that board that night defended our Special Needs
Kids. This frame of mind and attitude and ignorance of the educaton
of our Special Needs kids has to change and fast.

I felt that her comment was a "Slap in the Face to all Specal Needs
kids and their parents" and she needs to apologize from her seat.
(and abdicate her seat right now!)

And don't forget Moultonstated that she signed the raises and benefits
of the Chose "5" and she was standing by her decision to do so.....but
in the same breath Dr. Linda Young states she didn't even see it nor
signed it. Lies...Mouton can't keep track of them.

The insinuation made, and not corrected by any other trustee, is that
those in Special Education are all mentally retarded and could never
pass proficiency exams and therefore it was unfair that they be tested
on the same level as regular school students. The goal of special
education, ADA and Section 504 of the Rehabilitation Act, and No Child
Left Behind is to give disadvantage students with educational
challenges accommodations or modifications in instruction and the
classroom so they can compete on a level playing field with non
disabled students.

According to the US Department of Education, for every 1000 students
ages 6-21, 121 (12.1%) are impaired or disabled of which 86 or 8.6%
receive special education services through the K-12 public school
system and the 35 student balance receive 504 accommodations .
 For every 86 students receiving special education services, 83 (96%)
were attending General Education Classrooms either part or all of
school day; when combined with the students with 504 accommodations
118 of the 121 students are in general education classrooms (the Least
Restrictive Environment). Now if a special education student is in a
general education classroom, it has been determined by their IEP Team
that the he/she is educationally and mentally competent enough to
participate in the classroom studies. If the students are being taught
6th grade math in the general education classroom the the
disadvantaged student has the same book, the same quizzes, the same
exams. They may be given more time to complete, or sit up front or a
variety of other accommodations, but they are being graded at the same
level as their fellow classmates. They may not score at the top of
the curve and may produce average or sub-average results. If these
special education students are being included in the general education
classroom and being given the same instructional materials, then
excluding them from state and national testing standards is illogical
and retarded. It illustrates not only the attitude of the trustees,
but pervasive thought of the CCSD Administration.

Statistically, the mentally retarded population is less than 1% and
very few make it into a general education classroom.
