According to the US Department of Education, for every 1000 students
ages 6-21, 121 (12.1%) are impaired or disabled of which 86 or 8.6%
receive special education services through the K-12 public school
system and the 35 student balance receive 504 accommodations .
For every 86 students receiving special education services, 83 (96%)
were attending General Education Classrooms either part or all of
school day; when combined with the students with 504 accommodations
118 of the 121 students are in general education classrooms (the Least
Restrictive Environment). Now if a special education student is in a
general education classroom, it has been determined by their IEP Team
that the he/she is educationally and mentally competent enough to
participate in the classroom studies. If the students are being taught
6th grade math in the general education classroom the the
disadvantaged student has the same book, the same quizzes, the same
exams. They may be given more time to complete, or sit up front or a
variety of other accommodations, but they are being graded at the same
level as their fellow classmates. They may not score at the top of
the curve and may produce average or sub-average results. If these
special education students are being included in the general education
classroom and being given the same instructional materials, then
excluding them from state and national testing standards is illogical
and retarded. It illustrates not only the attitude of the trustees,
but pervasive thought of the CCSD Administration.
Statistically, the mentally retarded population is less than 1% and
very few make it into a general education classroom.
