Right now Ms. Washington is on trial for Abusing Autistic kids in her
classroom - the case has been going on for years. That is the only
case I know of that went to court....but there are other cases still
pending here in CCSD. Right now the big problem is the ARRA funds
that could have and would solve the problems of Abuse in the Classroom
by giving sound, solid and comprehesive traning to all the teachers on
how to handle Autistic, ADHD and Behavioral Problem Students, but
instead of doing this they took $14 million out of the Speical
Education ARRA funds and put it someplace else. Where, we do not
know! Our Speical Needs kids are not Special when it comes to helping
them succeed in school. They are the ones that are truly "Left
Behind" - Big time.
Special Education has never been in the forefront of any agenda in
full. It has only been a hit or miss.
right now with the ARRA Stimlus Money - Race to the Top - the second
round - we will not get it because numerous points are given when the
UNIONS will back up the plan they submitted, Right now there is a big
problem with the 4 Unions and School District here in CCSD with the
Contracts that are not complete or have not been revised since 3 years
ago and they are working without a contact or the old contract. This
has been brought up at the last couple of meetings and only Dr. Young
wants to look at the contracts and get them Settled. Terri Jenison
does NOT want this on the Agenda and is doig everything she can to
stop it. You can se here on a video abut 6 weeks ago tryig to get it
off the Agenda and told my thier attorney they can NOT take it off the
agenda.
Also there was money that was allocated to one of the Unions (Police)
by Nevada and it was not given to the Police Department but allocated
somewhere else and the Police Union found out about this and are
extremely mad. So as you can see the Unions are going to hold this
over the CCSD heads.
Also, Charlene Greens statement, in a federal report, that they are
not going to create new and innovative programs but use only what is
"Tried and True" is going to strongly affect the out come of "Race to
the Top", in the negative, with CCSD getting any of money.
My opinion about Speical Education not being brought to theForefront
is that the IEP's for the Speical Needs Kids are so out of Non-
Compliance with the Law that they will never really recover from
this. The parents are going to file charges on them when they find
out that the District Compliance and Monitoring have been in one
school that I know of and have been chnging the IEP's and Behavioral
Plans without telling the parents or calling another IEP meeting with
the parents in attendance. The school that I knwo of is Rose Warren
Elementary School.
Also the modulars that are put on the property of many of the schools
do not come in complaince with ADA for, as an example, ramps for the
wheel chairs. Many Special Needs kids are told to take another course
due to the fact that the course offered is in a modular with no ramp.
As you can see the Violations and Non-Compliance with the IEP and ADA
are numerous.
