I wanted to write on this site to warn parents about the abuse that is
happening to our Special Needs kids who are non-verbal or limited in
the verbal language. Due to the budget cuts and the FEAR of teachers
being layed off they are not reporting the abuse that they are seeing
on our Special Needs Kids. At times the child is being arrested on
"Felony charges - Class D - Using the Body as a Weapon".
If you as a parent see any marks on your child or your child is coming
home and having a melt down and does not want to go to school, you
MUST report this as soon as possible to the local police department.
Take pictures of where your child is hurt or has marks.
Do not be afarid to ask to sit in on your child's classroom a couple
of times to see how the teacher is handling your child and other
children as well.
"Pinching" a child is also occurring to get them in line with their
behavior - check for pinch marks as well. This is a very, very
serious problem.
Right now, in the courts, is a woman from CCSD that is being charged
with abusing Autistic Children. We are following this case very
carefully. We are also watching another case where the child was
charged with a Class D Felony - Using the Body as a Weapon and this
child is in Elementary School. It's out there and it is real!!!
If your child has a Behavior Plan associated with his/her IEP make
sure that it is as "Tight as possible" so that your child is not
arrested. Listen to the last two shows on the Archives of The Rose

What if anything has the School Board done in this area? Has it ever been a focus of the School Board? if not why? Why hasn't these problems been brought to there attention now or in the past?

Barbara,
Right now Ms. Washington is on trial for Abusing Autistic kids in her
classroom - the case has been going on for years. That is the only
case I know of that went to court....but there are other cases still
pending here in CCSD. Right now the big problem is the ARRA funds
that could have and would solve the problems of Abuse in the Classroom
by giving sound, solid and comprehesive traning to all the teachers on
how to handle Autistic, ADHD and Behavioral Problem Students, but
instead of doing this they took $14 million out of the Speical
Education ARRA funds and put it someplace else. Where, we do not
know! Our Speical Needs kids are not Special when it comes to helping
them succeed in school. They are the ones that are truly "Left
Behind" - Big time.
Special Education has never been in the forefront of any agenda in
full. It has only been a hit or miss.
right now with the ARRA Stimlus Money - Race to the Top - the second
round - we will not get it because numerous points are given when the
UNIONS will back up the plan they submitted, Right now there is a big
problem with the 4 Unions and School District here in CCSD with the
Contracts that are not complete or have not been revised since 3 years
ago and they are working without a contact or the old contract. This
has been brought up at the last couple of meetings and only Dr. Young
wants to look at the contracts and get them Settled. Terri Jenison
does NOT want this on the Agenda and is doig everything she can to
stop it. You can se here on a video abut 6 weeks ago tryig to get it
off the Agenda and told my thier attorney they can NOT take it off the
agenda.
Also there was money that was allocated to one of the Unions (Police)
by Nevada and it was not given to the Police Department but allocated
somewhere else and the Police Union found out about this and are
extremely mad. So as you can see the Unions are going to hold this
over the CCSD heads.
Also, Charlene Greens statement, in a federal report, that they are
not going to create new and innovative programs but use only what is
"Tried and True" is going to strongly affect the out come of "Race to
the Top", in the negative, with CCSD getting any of money.
My opinion about Speical Education not being brought to theForefront
is that the IEP's for the Speical Needs Kids are so out of Non-
Compliance with the Law that they will never really recover from
this. The parents are going to file charges on them when they find
out that the District Compliance and Monitoring have been in one
school that I know of and have been chnging the IEP's and Behavioral
Plans without telling the parents or calling another IEP meeting with
the parents in attendance. The school that I knwo of is Rose Warren
Elementary School.
Also the modulars that are put on the property of many of the schools
do not come in complaince with ADA for, as an example, ramps for the
wheel chairs. Many Special Needs kids are told to take another course
due to the fact that the course offered is in a modular with no ramp.

As you can see the Violations and Non-Compliance with the IEP and ADA
are numerous.

Do we ban together as a team and make noises around Nevada? Or do we need to go to the newspapers and let them know what is going on with special Ed. Rose send this letter to all Educational writers as well as Sherman Fredrick's something needs to get done now. Do we have back-up proof that this is going on. The ARRA funds where touched by the tune of $14 million dollars. We need to ask where did the money go and how do they have the right to touch that money when it is ear-marked for special needs.

How do we end run them? As far as race to the top. We will not get that Grant Money unless Harry Reid wants some extra points for making that happen. We do not qualify or do the Unions want us to get it.

You are right that the public and Parents and others need to ban together to get an AUDIT done on the ARRA funds as well as the District as a whole.  Having the budget on line, full and complete will really get the public up in arms on where the money went. Construction is in a bad way with the non-compliances and spending.   Having the Trustees state they will not check the change orders is showing that, in my opinion, they are afarid of the Mafia type's involved in the Construction end.  I used be a a Construction Secrtary for many years for a large corporation and I know what goes on and where to look. 
 
I am praying that the new trustees that come aboard will make these Audit's happen and fast.

Rose, I hope changes will be made to the board. If I get the job I want you to know I will make Learning disabled children a priority with your help. You will show me the way and I will do my part. We will work together to make that happen. How I do this I do not know, but we will figure it out.

Pray that GOD wants me on the board and you will see things change and quick. Terri Jenason wants out, she looking for a commission job. Someone will make that happen.

Carolyn Edwards filed a complaint against my website with the Secretary of State and he came back with that there was nothing wrong with my website and closed the case.  I guess she is a little nervous about me.I know she is not well liked not only with insiders, but with parents as well.

We shall see Rose how the cookie crumbles.

Solutions: I have researched many states on the way they are set up
to monitor and keep schools accountable. A good example is Washington
state and New York. They have departmentalized and Empowered Special
Education under the state and the programs flow through them. They
then have regional centers that execute and monitor the programs down
to the school district level. They have training programs for the
parents and they insure that the schools educators are properly
trained and qualified. They monitor IEPs and advocate for the kids
and the parents and do not have an agenda to defend the schools. In
Nevada, they have a special education division with a limited stafff
and funds. They focus more on the reports given to them by the
districts. Complaints are very often refereed back to the districts
who self monitor and are often the source of the problem.

As you know I am always ready, willing and able to help anyone learn about Special Education and what needs to be done to help our kids.  I would strongly suggest that you read the laws of IDIEA and ADA and know them inside out.  You can find this under www.ed.gov.  I would also suggest that you go to IEP meetings, if they will let you.   I would also go to ALL the Trustees Village Meetings and take notes and ask questions of the Presenters - who are CCSD people.
When the Agenda comes out check it ALL out especially the Change Orders and Purchase Orders and compare them to the Contracts.
On the agenda it has a list of Committees.  Ask for all the notes on these committees that  ALL the trustees go to....especially the Audit Committee's.
Check with the 4 unions and go to their meetings.  Listen hard and learn what they are up against.
This should keep you pretty busy.

Do we have back-up proof that this is going on?
Yes we do and many people have sent this info into the Fed's. But
just today in the news they stated that they deleted all the
whistleblowers information and they are in BIG trouble. My opinion is
to file again with the Fed's (Attorney General's Office of the US
Gov.) and be sure to send in all the documentation you have to prove
what you are saying. Give names, addresses, phone numbers, titles,
date of incident, what the incident was, the Child's and Parents name
and address and phone number, the name of the school and address and
phone number and the Principals name, and of course the name of the
abuser.
