One word of caution when using PHPBB. It is very insecure. Since 2003 it has
had 32 advisories according to Secunia. 91% of these have resulted in a
vendor patch and 9% have resulted in a vendor workaround.
My advice is to make sure someone is watching for new releases for phpbb. If
you have an older version of phpbb and you do not patch when they come out,
the forum runs the risk of being hacked and all data being deleted. This is
what happened to a forum I used to frequent where the person hosting it did
not keep up to date on the releases. Several years of data was wiped out.
I really like phpbb and how it looks and works. You just need to make sure
you are up to date when a new patch comes out for the latest vulnerability.
I would suggest having somone subscribe to the Bugtraq mailing list. Most
new vulnerabilities are discussed there. This can be a high traffic mailing
at times so be forewarned.

I have to say that after some testing I am really happy with MODx
CMS[1]. It took some getting used to, as I am sure any new system
would, but I really like how there is no built in output, it is all
done through templates. I am not sure the features you need, but MODx
seemed a lot simpler than Drupal when I looked at it. Drupal just had
way more features than I needed.

While we're dropping names, I might mention that I'm currently looking
into Mambo/Joomla, Plone, and a custom-made Rails solution as well. I
hadn't looked into MODx but will definitely give it a try at home.
I'll post a chart of required features and such on the wiki.
While browsing the MODx site, I bumped into their forums, which were
running on SimpleMachines Forums 1.1 RC2. That seems like a
feature-complete package with most if not all of what we need done
elegantly and built-in. If it's easy to convert from phpBB (and I'll
check on my own server in a day or so), I'd really recommend that we
give it consideration for the official Neuros forums.

In that same vein I'd like to bring up Xoops, which I've been using
successfully for several sites for a few years now. The last year or so
has been rocky and the project seemed to loose focus for a while and
therefore got behind and isn't as "pretty" as others such as Joomla,
but the community is still top notch and the number/quality of modules
is outstanding. That being said, my biggest site has 30-40 regular
visitors, so I have NO idea how well it scales. Also, after reading the
wiki I'm not sure if Xoops is the ideal candidate to meet all those
needs, but it's worked well for me so I wanted to mention it.
For your information: The Rockbox forums is essentially a donation by MisticRiver, and is still today managed by Jeff who also hosts MisticRiver.net.
Hence we (the Rockbox developers/admins) haven't really evaluated the options and picked the forum software we felt did the best job. We merely thanked Jeff for the offer, and got ourselves a forum. :-)
(This is not to say the forum software we use is bad. I don't use the forum much myself and hence don't have an opinion.)
