I am analyzing the Neuros OSD 2.0 platform for possible use as a PVR.
It is possible to use the Neuros OSD 2.0 as a PVR?
It is possible to integrate a NTSC or ATSC TV tuner to the Neuros OSD
2.0?

I'm not sure what your definition of PVR is, but yes, there are
certainly reference designs that use the OSD2 hardware as a PVR,
integrating a tuner (ATSC or DVB-T), and there are codecs that support
full ATSC playback on this hardware. This is not a feature we've
implemented ourselves. Are you talking about making a PVR as a
commercial project or a hobby?

Thank you for your answer Joe

Let me explain PVR: A device to capture video from several analog or
digital inputs and record in a hard disk and include an EPG to
schedule TV programs and control a TV tuner to change the channels.

I have other questions:

If a have a commercial USB based TV tuner it is possible to connect to
the Neuros OSD 2.0?
It is necessary to develop drivers for this TV tuner?
Where can I find more information about the reference designs for
integrating a TV tuner?

This is for a commercial project and we are analyzing possible
hardware platforms for a PVR solution. We want to integrate a device
with NTSC or ATSC TV tuner and EPG listings for the Mexican and Latin-
American markets. According to the documentation on internet the
Neuros OSD 2.0 supports all necessary to become a full PVR solution
only we are not clear about the TV tuner.

This depends on the tuner. The LinuxTV wiki provides a good overview
of supported tuners [1].

Thanks Martin,
That means that if the TV tuner that I want to integrate to the OSD
2.0 is supported by Linux it is supported by the embedded Linux in the
Neuros OSD?

Possibly. If not you (or the OSD 2.0 community) can make it work by
reading the documentation of the tuner and modifying the source code
of an existing driver.

The other issue is making sure you have the codecs that can playback
the streams coming from the tuners. Martin has a nice MPEG-2 codec
which can probably be optimized for ATSC HD playback, I know there are
others that can do this also. Given that Martin's group already has
capable PVR software already running on our module [1], you probably
have a lot to talk with him about your project :)
