Creating a neuron page

I tried to create a neuron page. I completed the form then it said that I do not have permission to create a category.

Hi Curtis,

    For spam protection purposes, new users cannot create new categories by default, only make edits, for a four day waiting period.  However, please send your user name and I'll be happy to give you access immediately.
