Tools for creating annotation layer

I have a list of data coordinates to turn into stand-alone annotations (collections of points and ellipses).  I've used local annotation layers with the data encoded in the URL.  But I'd like to store the data on disk in the format described by the following URL.  Are there tools to aid in the creation of these annotation layers?
