The DoD SBIR 2015.1 and STTR 2015.A are open for proposal submission from January 15, 2015 through 6 a.m. ET February 18, 2015 . For SBIR 15.1 the (Army, Navy, Air Force, DARPA, DHP, and SOCOM) and for STTR 15.A the (Army, Navy, and Air Force) invite small businesses to submit proposals under these solicitations. The Solicitations, which contain detailed information on the parameters of the SBIR/STTR programs and how to submit a proposal, and Topics are available at http://www.dodsbir.net/solicitation and http://www.acq.osd.mil/osbp/sbir/solicitations. You may also search the topics by going to http://www.dodsbir.com/Topics.
Proposals must be submitted via the DoD SBIR/STTR Submission website at http://www.dodsbir.net/submission following the instructions contained in the solicitation, including the instructions specified in the topic files for the DoD component to which you are applying. Submissions must include Volume 1: Proposal Cover Sheets, Volume 2: Technical Volume, Volume 3: Cost Volume, and Volume 4: Company Commercialization Report to be considered a complete proposal. Small businesses submitting proposals through the Submission website may modify their proposals at any time until the solicitation closing on February 18, 2015 at 6:00 a.m. ET. To use the DoD SBIR/STTR Submission website your browser must have scripting enabled and, if your firm has any Phase II awards, commercialization resulting from all prior Phase II awards must be reported and up to date. Offerors bear the risk of website inaccessibility due to heavy usage in the final hours before the solicitation closing time, so plan ahead and submit early.
Once DoD begins accepting proposals on January 15, no further direct contact between proposers and topic authors is allowed, but proposers may submit written questions through the SBIR/STTR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing. SITIS closes to new questions on February 4, 2015. All questions and answers will be posted up to February 18, 2015. All proposers are advised to monitor SITIS at http://www.dodsbir.net/sitis during the solicitation period for questions and answers and other information relevant to the topic under which they are proposing.
DoD has added the option to save the cover sheet as a draft to be completed later. As always, the cover sheet must be completed before you can upload the technical volume and create the cost volume.
In order to properly evaluate your firm’s commercialization efforts, as well as to reliably measure the performance and impact of the SBIR and STTR Programs, you must review and ensure that your Company Commercialization data is complete, current, and accurate. The Company Commercialization Report must list every prior SBIR and STTR Phase II award received from any federal agency, regardless of whether the Phase II has commercialized to date. Phase III sales and investment figures, as well as manufacturing-related R&D and other commercialization information, must be updated within the last 12 months for all Phase II awards. Effective measures to reduce system vulnerability and increase security include creating a strong password to your account and changing it frequently. This is your defense for protecting your firm's proposal information. Choose a strong password that does not contain easily recognizable information like firm names, phone numbers, addresses, or other information that someone could guess. Your new password MUST be at least 10 characters and contain the following: at least 1 upper case letter; at least 1 lower case letter; at least 1 number; and at least 1 special character (e.g. $, ?, !, etc.).
After 5 failed login attempts, firm accounts will be locked for an hour.
