Huffman also stressed that, at the margin, limited family and public funds should be used to get children to stay in school, since more years of school raise earnings more than increased educational "quality," as measured by e.g. fewer children per classroom. This comment prompted a discussion of adult education, and how much effort should be made in the US to educate adult immigrants who arrive with little education. California spends about $150 million per year on ESL and civics education for adult immigrants, with little evidence of a payoff from many of the programs.
Ruiz has invested a great deal of in its labor force. It has an on site educational center that offers e.g., on site English and civics classes. However, Ruiz reports that it is hard to teach a labor force accustomed to seasonal farm work to meet the exacting demands of manufacturing--assembly line shifts that begin at 6am must by fully staffed, while it does not matter too much if raisin pickers begin harvesting rows of raisins at different times. Its most recent attempt to develop a labor force for the 21st century is a new pay for performance system that more closely ties wages to productivity.
