Yes affecting us as well using a commercial shopping cart. Will have to try and contact them. BTW I can get your code to work if I use AU as the country and you are also missing a to post code. Also if I use STANDARD instead of Air it works, seems only EXPRESS and STANDARD work and the country is been forced.
Also, note that there will be sites where developers have written their own code that uses the API, shopping cart modules would not be the only clients of it.
