Marking your application as complete is not enough. You need to make sure it is marked as submitted.

Please make sure you have properly submitted the application. If you got this a bit late, you should be able to still check a few hours after the submission deadline passes. They often give some leniency.

FYI, here is how you can tell you have done all the necessary steps: in my experience you get an acknowledgement email soon after completing those steps (a few minutes; under an hour).
