What does the term "scale" mean? The size of network?

"Scale free" indicates that there is no characteristic length in the
system, aside from the actual size of the system. Consequently in a
scale-free, such as a fractal, network you would not
use the terms "big" or "small", for you would have no answer to the
question: big or small compared to what? A characteristic hallmark of
scale-free network is that plots
of properties of the system, against length, exhibit power-law dependences
on length.
